Dear Mr. Hanson:
On March 2, 2017, the U.S. Nuclear Regulatory Commission (NRC) completed the initial operator licensing reexamination process for license re-applicants employed at your Dresden Nuclear Power Station, Units 2 and 3. The enclosed report documents the results of those examination s. An exit meeting was conducted on March 2, 2017, between Mr. Thomas Dean , other members of your staff, and Mr. Jesse Seymour , Chief Operator Licensing Examiner, to review observations noted during the examination process as well as the proposed final grading of the operating reexamination for the license re-applicants.
The NRC examiner administered an initial license reexamination operating test during the wee k of February 27, 2017. Two Senior Reactor Operator re-applicants were administered license reexaminations. The results of the reexaminations were finalized o n March 6, 2017. Two applicants passed all sections of their respective reexaminations
- two were issued senior operator licenses.
The examination and other related examination documentation will be withheld from public disclosure for 24 months per your request

The announced initial operator licensing reexamination was conducted by regional U.S. Nuclear Regulatory Commission examiners in accordance with the guidance of NUREG

.1 Initial Licensing Examinations
a. Examination Scope
The U.S. Nuclear Regulatory Commission (NRC) examiner and members of the facility licensee's staff used the guidance prescribed in NUREG
-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 10, to develop, validate, administer, and grade the operating test. Members of the facility licensee's staff prepared the outline and developed the operating test. The NRC examiner validated the proposed examination during the week o f February 27, 2017, with the assistance of members of the facility licensee's staff. During the on-site validation, the examiner audited one license re-applicatio n for accuracy. The NRC examiner
, with the assistance of members of the facility licensee's staff, administered the operating test, consisting of job performance measures (JPMs), during the period o f March 1, 2017

b. Findings
- (1) Operating Test The NRC examiner determined that the operating test, as originally proposed by the licensee, was within the range of acceptability expected for a proposed examination.
Examination changes agreed upon between the NRC and the facility were made according to NUREG
-1021, Revision 10. Changes made to the operating test
, documented in a document titled, "Operating Test Comments," as well as the final as administered JPMs, are available electronically in the NRC Public Document Room or from the Publicly Available Records component of NRC's Agencywide Document Access and Management System
.
The NRC examiner completed operating test grading o n March 6, 2017.
- (2) Examination Result s Two re-applicants at the Senior Reactor Operator level were administered operating tests. Two re-applicants passed all portions of their reexaminations and were issued their respective operating licenses on March 6, 2017.
.2 Examination Security
a. Scope
The NRC examiner reviewed and observed the licensee's implementation of examination security requirements during the examination validation and administration to assure compliance with Title 10 of the Code of Federal Regulations, Section 55.49, "Integrity of Examinations and Tests.
" The examiners used the guidelines provided in NUREG-1021, "Operator Licensing Examination Standards for Power Reactors
," to determine acceptability of the licensee
's examination security activities.
b. Findings
No findings were identified.

The chief examiner conducted an exit meeting to present observations and findings on March 2, 2017, with T. Dean, Training Director
