By letter dated August 18, 2022 (Reference 1), Constellation Energy Generation, LLC (CEG) requested an amendment to Renewed Facility Operating License Nos. DPR-19 and DPR-25 for Dresden Nuclear Power Station (DNPS), Units 2 and 3, respectively. The proposed change supports the transition from Framatome, Inc. ATRIUM 10XM fuel to Global Nuclear Fuel -

Americas, LLC (GNF/GNF-A) GNF3 fuel at DNPS by adding the GNF Methods to Technical Specifications (TS) 5.6.5.

The NRC requested clarification on the applicability of the response to SFNB-RAI-5, provided by CEG as part of Reference 2, to DNPS. The response to SFNB-RAI-5 discusses Quad Cities Nuclear Power Station (QCNPS) typical plant power shapes and low flow region. The response is applicable to DNPS due to the similar in-core characteristics. The GNF GEXL98 correlation developed is applicable to ATRIUM 10XM and mixed cores of GNF3 and ATRIUM 10XM.

DNPS is an equivalent BWR/3, designed and operated in the same manner as QCNPS. Both DNPS and QCNPS share the same analyzed power to flow maps, thermal hydraulic

May 16, 2023 U.S. Nuclear Regulatory Commission Page 2 characteristics, core size, and rated core thermal power. DNPS and QCNPS use the same ATRIUM 10XM design, and therefore the results from GNF Report NEDO-33930P are applicable, (Reference 3).

CEG has reviewed the information supporting the No Significant Hazards Consideration and the Environmental Consideration that was previously provided to the NRC in the Reference. The additional information provided in the submittal does not affect the conclusion that the proposed license amendment does not involve a significant hazards consideration. This additional information also does not affect the conclusion that neither an environmental impact statement nor an environmental assessment need be prepared in support of the proposed amendment.

In accordance with 10 CFR 50.91, "Notice for public comment; State consultation,"

paragraph (b), CEG is notifying the State of Illinois of this application for license amendment by transmitting a copy of this letter and its attachments to the designated State Officials.
