DRESDEN NUCLEAR POWER STATION NRC INITIAL LICENSE EXAMINATION REPORT 50-237/02-302(DRS);

50-249/02-302(DRS)

Dear Mr. Skolds:

On January 21, 2003, NRC examiners completed initial operator licensing examinations at your Dresden Nuclear Power Station. The enclosed report presents the results of the examination.

The NRC examiners administered an initial license examination operating test on January 21, 2003, for two reactor operators that failed the operating test administered in June 2002. The written examination and job performance measures portions of the operating test were waived based on their performance on the June 2002 examination. The results of the examinations were finalized on February 6, 2003. Both applicants passed the operating test and were issued reactor operator licenses.

In accordance with 10 CFR Part 2.790 of the NRC's "Rules of Practice," a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). The announced operator licensing initial examination was conducted by regional NRC examiners in accordance with the guidance of NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 8, Supplement 1.

Examination Summary:

  • Two applicants that failed the June 2002 initial license examination were administered the dynamic simulator scenario portion of an operating test. The written examination and job performance measures portion of the operating test were waived based on the applicants performance on the June 2002 examination. Both applicants passed the operating test and were issued reactor operator licenses (Section 4OA5.1).

4OA5 Other

.1 Initial Licensing Examinations a. Examination Scope The NRC examiners conducted an announced operator licensing initial examination on January 21, 2003. The facility's training staff used the guidance established in NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 8, Supplement 1, to prepare the operating test. Two Reactor Operator applicants that failed the June 2002 examination were examined.

b. Findings Written Examination The written examination was waived for both of the applicants based on their performance on the written examination administered during the June 2002 examination.

Operating Test The NRC examiners determined that the dynamic simulator scenario operating test, as originally submitted by the licensee, was within the range of acceptability expected for a proposed examination. Examination changes, agreed upon between the NRC and the licensee, were made according to NUREG-1021. The job performance measures portion of the operating test was waived for both applicants based on their performance during the June 2002 examination.

Examination Results Both Reactor Operator applicants were administered a dynamic simulator operating test for initial operator licensing. Both applicants passed the re-take examination and were issued reactor operator licenses.

.2 Examination Security a. Scope The examiners reviewed and observed the licensee's implementation of examination security requirements during the examination preparation and administration.

b. Findings The licensees implementation of examination security requirements during examination preparation and administration were acceptable and met the guidelines provided in NUREG 1021, Operator Licensing Examination Standards for Power Reactors. No violations of 10 CFR 55.49 occurred during the examination preparation and administration.

4OA6 Meetings Exit Meeting The chief examiner presented the examination team's preliminary observations and findings on January 21, 2003, to Mr. Hovey and other members of the Operations and Training Department staff. No proprietary items were identified during the administration of the examination nor during the exit meeting with the licensee. The licensee acknowledged the observations and findings presented.

These observations do not constitute audit or inspection findings and are not, without further verification and review, indicative of non-compliance with 10 CFR 55.45(b). These observations do not affect NRC certification or approval of the simulation facility other than to provide information which may be used in future evaluations. No licensee action is required in response to these observations.
