ULNRC-05070, dated October 27, 2004 The referenced letter transmitted to the NRC AmerenUE's subject proposed license amendment request. During its review, the NRC staff made requests for additional information and clarifications via e-mail and telephone conference.

AmerenUE has responded via e-mail and telephone conference. This letter provides for AmerenUE's formal transmittal of the information that was previously responded to electronically. The Attachment to this letter provides a composite of all NRC staff requests for additional information and AmerenUE's responses to those requests.

Attachment to ULNRC-05162 RESPONSES TO NRC REQUESTS FOR ADDITIONAL INFORMATION MADE DURING TELEPHONE CONFERENCE ON MAY 2,2005 AND TRANSMITTED TO AMERENUE VIA E-MAIL DATED MAY 5,2005 Request 1:

Provide implementation date for License Condition 2.C.(l), Attachment I (A)

AmerenUE Response:

License Condition 2.C.(1), Attachment 1 (A): The Callaway Commitment Tracking System indicates that the training was implemented on November 27, 1984. This date satisfied the condition and it is closed.

Request 2:

Provide installation date for License Condition 2.C.(1), Attachment 1 (B)

AmerenUE Response:

License Condition 2.C.(1), Attachment 1 (B): The Callaway Commitment Tracking System indicates that the modification package for the installation of a permanent area monitor on the manipulator crane was completed March 31, 1986.

This satisfied the condition and it is closed.

Request 3:

Additional information is needed on License Condition 2.C.(6).(b). Part of the condition requires there be an advisor to the plant manager during start-up and for one year following full power operation. Then application does not state that Mr.

Daniel C. Poole (Callaway advisor to plant manager) fulfilled this role for one year following the start of full power operation (i.e., when did this role begin with respect to plant startup and when did it end with respect to full power operation).

We need to know this so that we know this part of condition was met. This would be additional information needed to be submitted in a letter.

AmercnUE Response:

License Condition 2.C.(6).(b): Letter to the NRC, ULNRC-01 231 dated January 3, 1986, submitted a license amendment request to revise the Technical Specification organization and to remove the position of Advisor to the Plant Manager. Justification for the revision was based on the fact that License Condition 2.C.(6).(b) was satisfied as of December 19, 1985. Amendment 16 was approved September 8, 1986.

Review other License Conditions for any that may require additional documentation.

License Condition 2.C.(8): Letter to the NRC, ULNRC-01062 dated March 19, 1985, provided documentation of completion of the Initial Test Program.

11. RESPONSES TO NRC REQUESTS FOR ADDITIONAL INFORMATION TRANSMITTED TO AMERENUE VIA E-MAIL DATED MAY 25,2005 Request 1:

What was the date that Callaway entered its 1st "Mode 6 (refueling mode)"

[This question is in regard to Condition 2.C.(1) Attachment 1, part b]

AmerenUE Response:

Callaway's first refueling outage started on February 28, 1986 and ended April 18, 1986. As indicated on the control room Shift Supervisor Daily log, the area radiation monitor, SD-RE-41, on the manipulator crane was OPERABLE on March 7, 1986. Also indicated on the control room Shift Supervisor Daily log is that the plant was in Mode 5 on March 8, 1986 and in Mode 6 on March 9, 1986.

The completion of the monitor installation modification package (completion of all associated activities and paper work) was on March 31, 1986. The dates are consistent with the information provided to the NRC in ULNRC-1254, dated February 7, 1986 and in regard to Condition 2.C.(1) Attachment 1, part b.

Request 2:

What was the restart date of Callaways 1st refueling outage?

[This date is needed for time requirement of Condition 2.C.7 part b & c]

AmerenUE Response:

As stated in response to question 1, restart from the first refueling outage occurred April 18, 1986.

Attachment to ULNRC-05162 Request 3:

Why is there a discrepancy in the SER (page 14) of Amendment No. 15 (April 8, 1986) stating License Condition 14 as LOCA Reanalysis and your license stating License Condition 13 as LOCA Reanalysis? As Jack mentioned in the phone conversation on May 25, any information would be helpful, but the content of the SER relates to Callaway's LOCA Reanalysis License Condition 13.

ArnerenUE Response:

Callaway does not know why there is a discrepancy in the SER. In our communications to NRC (both ULNRC-1207, dated November 15, 1985 and ULNRC-1247, dated January 28, 1986) Callaway refers to License Condition 2.C.13.
