RESTART AUTHORIZr0'FOR NINE MILE POINT UNIT 1 On July 27, 1990 at 3:20 p.m., NRC, Region I authorized Niagara Mohawk Power Corporation to restart Nine Mile Point Unit 1. Specifically, Thomas Martin, Regional

' Administrator informed Lawrence Buckhardt, Executive Vice President of the issuance of Confirmatory Action Letter (CAL) 88-17, Supplement' 1, which authorized tha restart of Nine Mile Point Unit 1. Niagara Mohawk has indicated that final preparations for restart are continuing and that the initiation of the actual reactor restart process E (n' ode switch to restart position) could occur as.early as Sunday, July 29.

Under the provisions of CAL 88-17, Supplement 1, Niag.ra Mohawk has agreed to perform self-assessments of their perforrance and to inform the NRC Restart Assessment Panel- ~

.of the self-assessment results prior to increasing power beyond the established 25% l and 75% power plateaus and prior to commencing routine full power operations. Niagara Mohawk expects the restart and power ascension program to take 3 months to complete.

NRC Region I plans augmented inspection coverage of the restart and power ascension  :

program. Inspection plans and inspector schedules to accomplish this coverage have i been farmulated.
