APPENDIX A NOTICE OF VIOLATION Niagara Mohawk Power Corporation Docket No. 50-220 License No. NPF-63  :

Nine Mile Point Unit 1 During an NRC inspection conducted from January 24, 1993, through February 27,1993, a i violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1992), the  !

violation is listed below:

A. Technical Specification 6.8.1 requires that written procedures be implemented that meet -

the recommendations of Appendix A to Regulatory Guide (RG) 1.33. RG 1.33 recommends, in part, that procedures be implemented for the surveillance testing of the i reactor protection system. I&C instrument smveillance procedure N1-ISP-032-004, implements the technical specification required monthly calibration of the average power :

range monitor (APRM) flow converters.

Contrary to the above, on January 26,1993, I&C technicians who were performing N1-ISP-032-004, failed to correctly perform procedural steps 7.2.1 through 7.2.5, resulting i in an automatic reactor scram due to a false high neutron flux signal.

This is a Severity Level IV violation (Supplement 1).

As described in Inspection Report 93-01, the Niagara Mohawk Power Corporation took adequate corrective actions to address this violation and to prevent recurrence. Therefore, no response to this violation is required.
