Subject:

Restart Of Fermi 2 In reference (2) Detroit Edison informed you that all actions required by the December 28,1993 Confirmatog Action Letter had been completed and that Fermi 2 was being prepared for restart. Subsequent to that letter the remaining surveillance items were completed and the plant entered Mode 2 on December 9,1994.

The purpose of this letter is to update reference (2) and inform you that the Restart Certification Program for Cycle 5 Operation has essentially been completed. At this time there are only a few remaining work items, most of which are related to the turbine, and these items would have no impact on the withdrawal of control rods for restart to begin the testing program. The completion of these remaining items will be controlled through the normal work planning process. The main steam isolation valves will remain closed with reactor temperature below 200 F and startup of the turbine will not begin until the remaining turbine related work is completed.

Detroit Edison believes that the Fermi 2 reactor can be safely restarted as described above and is ready at this time to begin the startup. This has been discussed today with Mr. E.
