Restart of Fermi 2 The purpose of this letter is to inform you that Detroit Edison is readying Fermi 2 for restart.

Detroit Edison has completed the actions covered by the December 28, 1993 Confirmatory Action Letter (Reference 2) as addressed by References 3, 4, and 5. The specific items Detroit Edison committed to complete prior to startup from the fourth refueling outage in References 3-5 are also complete.

Detroit Edison expects to complete remaining required surveillances, testing and work items needed prior to entering Mode 2 this week. The remaining items needed for pulling rods to restart the plant, including items from system and area walkdowns determined to be needed for reactor reatart, are expected to be completed within the following few days.

-IIRC-94-0125 Page 2 A very comprehensive readiness for restart program was established in the Fermi 2 Nuclear Power Plant RF04 and Turbine Outage " Restart Certification Program" for Cycle 5 Operation. This program provides for detailed reviews of the readiness of the physical plant as well as resolution of technical issues and preparedness of plant personnel prior to restart. The certification package includes major plant modifications and technical issues, such as Thermo-Lag replacement.

More than 150 plant modifications and over 4500 work requests were completed this outage. Many improvements have been installed on Balance of Plant Systems and extensive work was performed on the turbine and its support systems, including installation of a new static exciter and modification of the turbine inlet valves.

Currently, almost half of the certification sign-offs are complete.

The Onsite Review Organization will be reviewing readiness of Fermi 2 for restart prior to startup. The Nuclear Safety Review Group has completed their review of startup issues and concurs with the planned resolution of remaining open issues.

Upon sign-off of the Restart Certification Program for Cycle 5 Operation, Detroit Edison plans to restart the Fermi 2 plant and begin the planned power ascension and startup testing program.
