Hatch Exemption Request RAI Date:

Wednesday, July 10, 2024 7:45:00 AM

Ryan,

Please see below for RAIs regarding SNCs exemption request for the Hatch ISFSI. Please respond to with the information by 7/17/23. Feel free to call me with any questions you may have.

Request for Additional Information (RAI)

This request identifies additional information needed by the U.S. Nuclear Regulatory Commission (NRC) staff in connection with its review of the exemption request. The NRC staff used NUREG2215, Standard Review Plan for Spent Fuel Dry Storage Systems and Facilities," in its review of the application.

Each question discusses information needed by the NRC staff to complete its review of the exemption request and to determine whether the licensee has demonstrated compliance with the regulatory requirements of Part 72 of Title 10 of the Code of Federal Regulations (10 CFR).

RAI 1: Provide the dates (or timeframe) for the 2025 loading campaign that Hatch plans to load with MPC-68M.

The exemption request does not specify the dates in 2025 when loading will occur. Loading campaign dates (or timeframe) are need for the staff to determine that the requested approval date is justified and thus granting this exemption is in the public interest.

This information is necessary to demonstrate compliance with 10 CFR 72.7.

RAI 2: Clarify the Alternatives to the Proposed Action that were considered, specifically, regarding future loading campaigns.

The licensee discusses that future loading campaigns would need to be delayed until older design canisters can be fabricated and delivered to site, in addition to a no-action alternative. Discuss how the procurement of the older design (non-CBS canisters) would impact the planned loading campaign. Also discuss other alternatives that were evaluated.

This will allow staff to determine whether granting this exemption is in the public interest.

This information is necessary to demonstrate compliance with 10 CFR 72.7.

Respectfully,

Heath Stroud Project Manager Storage and Transportation Licensing Branch Division of Fuel Management Office of Nuclear Material Safety and Safeguards U.S.Nuclear Regulatory Commission (301) 287-3664 l Heath.Stroud@nrc.gov
