Adam, By letter dated March 31, 2022 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML22090A278), Southern Nuclear Operating Company (SNC, the licensee) submitted a license amendment request (LAR) for Edwin I. Hatch Nuclear Plant (HNP), Units 1 and 2.

The proposed amendment would revise Renewed Facility Operating License (RFOL) No. DPR-57 for HNP Unit 1 and RFOL No. NPF-5 for HNP Unit 2 to reference an updated Table S-2, Plant Modifications Committed. Table S-2 is an attachment to SNCs LAR submittal and the updates reflect additional plant modifications necessary to comply with the National Fire Protection Association Standard (NFPA) 805 program at HNP. Specifically, the licensee requested to revise three modifications as described in the LAR, Attachment 2, Table S-2, Plant Modifications Committed, and also add one new modification to the table. In addition, the proposed amendment would revise how Table S-2 is referenced in the Unit 1 License Condition 2.(C)(3) Fire Protection, Unit 1 License Condition 2.(C)(3)(c) Transition License Conditions, Unit 2 License Condition 2.(C)(3)(a) Fire Protection, and the Unit 2 License Condition 2.(C)(3)(a)(3), Transition License Conditions.

After reviewing the LAR, the NRC staff requests response to the request for confirmation of information (RCI) given below. During the clarification call between the NRC staff and SNC held on July 18, 2022, SNC stated that it could provide its response to the RCI within 30 days. The staff anticipates SNCs response by August 25, 2022.

The original item 14 in Attachment S-2, Table S-2, Plant Modifications Committed, stated that the licensee would:

Modify all fire dampers installed within NFPA 805 credited fire rated barriers that have angle frames bolted rigidly to the wall (Ref. Drawing H-40277, Units No. 1 & 2 Control, Turbine and Reactor Buildings H.V.A.C. Fire Damper Schedule) as required to meet the NFPA 90A, 1976 Edition requirements that fire dampers be installed in accordance with the conditions of their approval (UL Listing) and manufacturers instructions.

The proposed revision to item 14 in Attachment 2, Table S-2, discusses that the dampers will be fire tested, that a performance-based analysis will be performed to assess the adequacy of the fire barriers and also to determine if any additional fire damper modifications are required.

Confirm that if the analysis determines that additional fire damper modifications are required, that those modifications will be completed in accordance with the Unit 1 License Condition 2.(C)(3) and Unit 2 License Condition 2.(C)(3)(a), Fire Protection.
