Enclosed find Revision 2 to the GE Hitachi Energy, LLC (GEH), Vallecitos Nuclear Center (VNC)

Radiological Emergency Plan (REP) (Ref 5). Revision 2 was made effective 10/7/2022.

Setpoints for EALs RA3 and RU3 were recalculated and adjusted in this revision in a nonconservative direction as the result of the adoption of a more appropriate 10 CFR 20, Appendix B, Table 2 reference effluent concentration value. It was concluded that these changes are not a reduction in effectiveness of the REP because they correct a mistake that resulted in an RU3 setpoint that was not discernable above operational effluent release values. Enclosure 2 provides a detailed analysis supporting this change. Other minor administrative changes in this revision were also made without prior NRC approval pursuant to 10 CFR 50.54(q). These changes are to REP position titles and described activities in the decommissioning reactor facilities.

All changes to the REP are annotated by change bars in the right-hand margin.
