OF APRIL 8, 2021, PARTIALLY CLOSED PRESUBMITTAL TELECONFERENCE WITH ENTERGY OPERATIONS, INC. TO DISCUSS THE LICENSE AMENDMENT REQUEST CONCERNING REACTOR COOLANT SYSTEM PRIMARY ACTIVITY AND PRIMARY-TO-SECONDARY LEAK RATE FOR ARKANSAS NUCLEAR ONE, UNIT 1 (EPID L-2021-LRM-0037)
On April 8, 2021, an Observation presubmittal meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (the licensee) via teleconference. The purpose of the meeting was to discuss the licensees forthcoming license amendment request concerning proposed technical specification (TS) changes for reactor coolant system activity and primary-to-secondary leakage for Arkansas Nuclear One, Unit 1 (ANO-1). A portion of the meeting was closed to public participation because sensitive, proprietary information was presented by the licensee. The meeting notice and agenda dated March 25, 2021, are available in NRCs Agencywide Documents Access and Management System (ADAMS) under Accession No. ML21084A259. A list of attendees is provided in the enclosure.
During the public portion of the meeting, the licensee presented information (ADAMS Accession No. ML21095A212) regarding its forthcoming license amendment request. The licensee noted that the TS changes that will be proposed are a result of a proposed revision to the steam generator flashing fraction due to the identification of non-conservative TSs discovered in 2018.
The licensees presentation during the public portion of the meeting included background on the issue, a description of the licensees methodology and inputs, and preliminary results, including the proposed revised TS values and preliminary dose results. The licensee stated that it expects to submit the license amendment request in April of 2021 and would request a 13-month review by the NRC staff.
During the closed portion of the meeting, the licensee described the thermal hydraulic model and calculation methodology in detail. The NRC staff queried the licensee throughout the presentations.
The NRC staff did not make any regulatory decisions or commitments at the meeting. No members of the public identified themselves during the public portion of the teleconference.
