SUMMARY
OF JUNE 13, 2019, TELECONFERENCE WITH ENTERGY OPERATIONS, INC. REGARDING PROPOSED LICENSE AMENDMENT REQUEST REGARDING REVISED FUEL HANDLING ANALYSIS AND ADOPTION OF VARIOUS TECHNICAL SPECIFICATIONS TASK FORCE TRAVELERS FOR ARKANSAS NUCLEAR ONE, UNIT 2 (EPID L-2019-LRM-0033)
On June 13, 2019, a Category 1 public meeting was held by teleconference between the U.S.
Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (the licensee). The purpose of the meeting was to discuss a planned license amendment request (LAR) for Arkansas Nuclear One, Unit 2 (ANO-2). The licensee plans to request an amendment to revise the ANO-2 technical specification requirements based on revised fuel handling accident analysis related to the movement of fuel assemblies and to adopt various Technical Specifications Task Force travelers, largely related to plant operations during shutdown conditions or the movement of fuel assemblies. The meeting notice and agenda, dated May 29, 2019, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19150A134. A list of meeting attendees is enclosed.
During the meeting, the licensee presented information on the planned LAR and provided an example of a typical proposed technical specification page revision markups that it intends to include with the LAR (see ADAMS Accession No. ML19136A251).
The NRC staff queried the licensee throughout the presentation and provided feedback concerning the appropriate level of detail to be provided in the LAR submittal to promote an efficient review by the NRC staff. The staff noted that the licensees approach illustrated in the meeting handout seemed to be an effective way for the staff to understand the proposed technical specification changes, which appear to be complex in some cases.
No regulatory decisions were made at this meeting. Members of the public participated in the meeting. Public Meeting Feedback forms were not received.
