SUMMARY
OF MAY 3, 2022, TELECONFERENCE MEETING WITH ENTERGY OPERATIONS, INC. TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST FOR ARKANSAS NUCLEAR ONE, UNITS 1 AND 2 REGARDING PROPOSED REVISION TO EMERGENCY PLAN AND ON-SHIFT STAFF ANALYSIS (EPID L-2022-LRM-0035)
On May 3, 2022, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (the licensee) via teleconference. The purpose of the meeting was to discuss the licensees potential request to revise the Arkansas Nuclear One (ANO) Emergency Plan and on-shift staffing analysis.
The meeting notice and agenda, dated April 21, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22111A027. A list of attendees is provided in the enclosure.
The licensee stated that it plans to request a change to the ANO Emergency Plan that would reduce the number of required on-shift chemists from two to one to support both ANO units.
The licensee described its screening and evaluation process for this proposed change under section 50.54(q) of Title 10 of the Code of Federal Regulations, which included a review of historical ANO Emergency Plan and licensing basis documents. The licensee noted that it had reviewed submittals from other nuclear power plant licensees for the same staff reduction. The licensee also described its dose assessment task demonstration for a dual unit event for a single individual.
The NRC staff queried the licensee about the historical basis for the requirement to have two on-shift chemists in the current ANO Emergency Plan. The NRC staff recommended that the licensee provide the history of the basis for the requirement to have two on-shift chemists as part of its license amendment request to facilitate the staffs review.
The licensee stated that it had performed the review of the previous NRC approvals of the ANO Emergency Plan and would be providing that information in its license amendment request.
The licensee stated that it expects to submit the license amendment request to revise the ANO Emergency Plan sometime in June 2022.
