SUMMARY

OF SEPTEMBER 17, 2020, TELECONFERENCE MEETING WITH ENTERGY OPERATIONS, INC. TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST FOR ARKANSAS NUCLEAR ONE, UNITS 1 AND 2 REGARDING REQUEST TO EXTEND ALLOWABLE OUTAGE TIME FOR THE EMERGENCY COOLING POND (EPID L-2020-LRM-0082)

On September 17, 2020, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (the licensee) via teleconference. The purpose of the meeting was to discuss a proposed license amendment request (LAR) to extend the allowable outage time (AOT) for the emergency cooling pond (ECP) for Arkansas Nuclear One (ANO), Units 1 and 2. The meeting notice and agenda dated September 1, 2020, are available in NRCs Agencywide Documents Access and Management System (ADAMS) under Accession No. ML20245E560. A list of attendees is provided in the enclosure.

The licensee presented information (ADAMS Accession No. ML20255A024) regarding its planned one-time LAR to extend the AOT for the ECP during the licensees planned future modification to install carbon fiber reinforced polymer (CFRP) piping for the ANO, Units 1 and 2, ECP supply piping. The licensee stated that the ANO, Units 1 and 2, technical specifications do not currently provide an AOT for the removal of the ECP from service for maintenance. The licensee further stated that it plans to propose a 65-day AOT per unit, based on the schedule milestones identified in the slide presentation. The licensee noted that the CFRP piping installations will occur prior to and adjacent to a spring refueling outage for the respective unit, and only one units ECP supply pipe will be removed from service at a time. The licensee also identified the contingencies that will be put in place for a potential loss of normal service water system supply during the installations.

The licensee stated that it plans to submit an application based on deterministic criteria, with risk insights provided. Following a discussion with the NRC staff on the topic of risk, the licensee stated that it may also consider a risk-informed application following the appropriate methodologies and acceptance criteria. The licensee stated that it expects to submit the ANO, Unit 2 LAR in the November/December 2020 timeframe, and would submit the ANO, Unit 1 LAR 1 year later.

The NRC staff did not make any regulatory decisions or commitments at the meeting. One member of the public participated in the meeting but did not have any questions or comments.
