SUMMARY

OF AUGUST 4, 2020, TELECONFERENCE MEETING WITH ENTERGY OPERATIONS, INC. TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST FOR ARKANSAS NUCLEAR ONE, UNITS 1 AND 2 REGARDING ADOPTION OF 10 CFR 50.69 (EPID L-2020-LRM-0067)

On August 4, 2020, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (the licensee) via teleconference. The purpose of the meeting was to discuss a proposed license amendment request (LAR) to adopt Title 10 of the Code of Federal Regulations (10 CFR) Section 50.69 (10 CFR 50.69), Risk-informed categorization and treatment of structures, systems and components for nuclear power reactors, for Arkansas Nuclear One (ANO), Units 1 and 2. The meeting notice and agenda dated July 17, 2020, are available in NRCs Agencywide Documents Access and Management System (ADAMS) under Accession No. ML20199M207. A list of attendees is provided in the enclosure.

The licensee presented information (ADAMS Accession No. ML20211L705) regarding its planned LAR to modify the ANO, Units 1 and 2 licenses to adopt 10 CFR 50.69. The licensee stated that it expects to submit separate LARs for Units 1 and 2 by the end of September 2020 and will request a 12- to 15-month review and approval from the NRC staff. The licensee provided an overview of its planned submittal, discussed its probabilistic risk assessment technical acceptability, and discussed planned deviations from the Nuclear Energy Institute (NEI) guidance document NEI 00-04, 10 CFR 50.69 SSC [Structure, System, and Component] Categorization Guideline, Revision 0, dated July 2005 (ADAMS Accession No. ML052900163).

The primary deviations that are expected to be proposed are related to the tornado hazard, seismic hazard, and passive system categorization. The NRC staff provided feedback on the licensees planned approach for consideration of the tornado hazard. Regarding the licensees planned approach for consideration of the seismic hazard, the licensee noted that its approach will follow that for LaSalle County Station (LaSalle). The NRC staff is currently reviewing the LaSalle LAR to adopt 10 CFR 50.69, including its approach for consideration of the seismic hazard.

The NRC staff noted that the licensee may want to consider delaying the submittal of its ANO LARs until the LaSalle request for additional information issues have been resolved, to promote a more efficient staff review of the ANO submittal. The licensee responded that it will follow the progress of the LaSalle review and consider schedule implications accordingly.

The NRC staff did not make any regulatory decisions or commitments at the meeting. One member of the public identified himself during the teleconference but did not have any questions or comments.
