OF MAY 10, 2022, TELECONFERENCE MEETING WITH ENTERGY OPERATIONS, INC. TO DISCUSS A PLANNED ALTERNATIVE FOR A ONE-TIME SCHEDULE EXTENSION FOR THE INSERVICE EXAMINATION OF CONTROL ROD DRIVE MECHANISM PENETRATION NO. 1 IN THE REACTOR VESSEL CLOSURE HEAD AT ARKANSAS NUCLEAR ONE, UNIT 1 (EPID L-2022-LRM-0036)

On May 10, 2022, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (the licensee) via teleconference. The purpose of the meeting was to discuss the licensees planned alternative request for a one-time extension the inservice examination of control rod drive mechanism (CRDM) Penetration No. 1 in the reactor vessel closure head at Arkansas Nuclear One, Unit 1 (ANO-1).

The meeting notice and agenda, dated April 27, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22117A038. A list of attendees is provided in the enclosure.

The licensee presented information (ML22124A069) regarding its planned alternative request.

The licensees presentation included an overview and background information on its plans to extend the schedule for the inservice examination of ANO-1 CRDM Penetration No. 1 until the time that the second American Society of Mechanical Engineers Item No. B4.40 inservice examination is required for the other head penetrations. The licensee also described the basis for its planned request, including a discussion of the low susceptibility of the ANO-1 Alloy 690 nozzles to primary water stress corrosion cracking (PWSCC), and a summary of the results of its PWSCC crack growth analysis.

During its presentation, the licensee discussed the hardship associated with the inspection of the CRDM Penetration No. 1 and stated that the alternative would be submitted pursuant to Title 10 of the Code of Federal Regulations Section 50.55a(z)(2), Hardship without a compensating increase in quality and safety. The licensee stated that the alternative would correspond to an extension of about 15.4 calendar years beyond the nominal frequency (20 years) for this penetration, equivalent to a total period of approximately 35.4 calendar years.

The licensee noted that the proposed alternative future inspection outage (i.e., in 2041) would be beyond the expiration date of the current ANO-1 renewed license (May 2034).

The NRC staff queried the licensee throughout the presentation. The NRC staff noted that approving a proposed alternative for a duration beyond the current expiration date of the operating license may not be permissible, pending further staff review.

The licensee stated that it expects to submit the alternative request prior to the end of May 2022 and will request approval prior to December 31, 2023.

Members of the public were not in attendance. No regulatory decisions or commitments were made at the meeting. Public Meeting Feedback forms were not received.
