Dear Mr. Yox:

On October 1, 2020, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at the Vogtle Electric Generating Plant, Unit 3. The enclosed inspection report documents the inspection results, which the inspectors discussed on October 1, 2020, with Mr. M. Meier, SNC Vice President of Regulatory Affairs, and other licensee and contractor staff members.

The inspection examined a sample of construction activities conducted under your Combined License (COL) as it relates to safety and compliance with the Commissions rules and regulations and with the conditions of these documents. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

OF FINDINGS Inspection Report (IR) 05200025/2020401; 09/28/2020 through 10/01/2020; Vogtle Unit 3 Combined License, cyber security construction inspection report.

This report covers a one-week partial inspection by regional inspectors. The U.S. nuclear Regulatory Commissions program for overseeing the operational programs of commercial nuclear power reactors is described in Inspection Manual Chapter (IMC) 2504, Construction Inspection Program: Inspection of Construction and Operational Programs, and in IMC 2506, Construction Reactor Oversight Process General Guidance and Basis Document.

a. Inspection Scope The inspectors reviewed program documentation and procedures to assess the implementation of the cyber security program. At the time of inspection, the licensee was still in the development stage of their program. As such, many policies and procedures were not yet fully developed and ready for NRC inspection. The team was able to fully inspect one aspect of the program that has been fully implemented. The team performed a policy and procedure review of the program and conducted walk downs and interviews with site subject matter experts to determine if the policies and procedures met applicable regulatory requirements. The team also reviewed relevant corrective action program documents.

b. Findings No findings were identified.
