Dear Sir:

During a monthly inspection of our research reactor, it was determined that the high and low level trips on Channel 3 could not be reset. This occurred at the beginning of the inspection when the console power was turned on. At no time was the

. reactor operated in this condition, and it could not be operated until the problem was identified and corrected. Subsequent analysis has indicated that two relays (one for each trip) were no longer operational. As these relays were manufactured in the early 1970's and are no longer available, substitute parts will be required to correct the problem. We are in the process of acquiring such parts'and making sure that the new circuit meets or exceeds the specification of the existing one. I have notified the Reactor Administrator, the Reactor Safeguards Advisory Committee, and the Director of the NRR by copies of this letter. When the new circuit has been tested and is operational, I will notify the appropriate parties.
