U.S. Nuclear Regulatory Commission Document Control Desk Washington, D. C. 20555 l At our last Reactor Safety Advisory Committee meeting, it was found that there were some items that were not l timely with regard to our Technical Specifications. As per Tech Spee 6.9.3, we are reporting that the minutes l from two previous RSAC meetmgs were not prepared and distributed within the 2 month time frame and that the l time between RSAC meetmgs (notably the one on May 1,1996 and the one on February 6,1997) was longer than l the 7.5 months required. We have taken the following corrective actions to keep these events from happening l agam:

l a.) To assure that minutes are compiled and distributed in a timely fashion, we have changed the  ;

l format to facilitate easy identification of action items and key issues, and have arranged with l l the Chemical and nuclear Engineering Dept. To have the Administrative Assistant or a l substitute at the meeting for the purpose of taking notes. These notes will be reviewed by the l Reactor Administrator and the Chief Reactor Supervisor before distribution to the RSAC.

b.) To assure that meetings are held in a timely manner, the RSAC will now hold 3 meetings a year; one in the April /May period, one in the August / October period and one in the December / January period. As the technical specifications only require 2 meetings a year, planning and holding 3 meetings should assure that no more than 7 months would elapse between meetings which complies with the technical specifications.

We believe that these corrective actions effectively address the identified problems. If you have questions or need more information, please let us know.

l Sincerely,

. b Robert D. Busch, Ph.D, P.E.
