UNIVERSITY OF NEW MEXIC0 OPERATOR REQUALIFICATION PROGRAM REVIEW The staff has completed its initial review of the University of New Mexico Operator Requalification Program submitted on June 2,1986 as part of your license renewal application. The program was reviewed against the requirements of Appendht A to 10 CFR 55 and the criteria set forth in ANSI /ANS 15.4-1977, "American National Standard, Selection and Training of Personnel for Research Reactors". .

Our review has indicated the need for the additional information requested in the enclosure. Accordingly we request that you revise the program to include the additional informatio.9 within 30 days of the date of this letter.

Following receipt of your revisions, the staff will continue its review.

1. Lectures - The lecture program topics should also include instrumentation and controls and review of applicable portions of Title 10, Chapter I Code o,f Federal Regulations.

2. On-the-Job Training - The program contains provisions for periodic review.

of any changes to procedures, design or license changes. It is reconsnended that you add a provision for timely review of changes and information from the facility or other applicable sources. An example is Generic Letter 86-11, " Distribution of Products Irradiated in Research Reactors".

3. Evaluation - The program contains provisions for annual written examinations including passing criteria and provisions for accelerated' trairing. The program must also provide for periodic observation of individual performance, prov'isions to correct any weaknesses and, if necessary, provisions for accelerated training.

Reference - Section 6 of ANSI /ANS 15.4 and Appendix A of 10 CFR 55.

4. Additonal Comments and Recommendations Many research and power reactor requalificatio.n programs contain ,

provisions for returning to an active status if a licensed operator

or senior operator exceed the conditions in 10 CFR 55.31(e). You should consider addition of this feature in your program.

Many requalification programs also provide waivers for licensed ,

personnel who develop and administer requalification written examinations and conduct performance evaluations. The NRC has ,

approved the waiver provision providing there are other means of

~

evaluating the individual who has been waived or the program contains provision for rotating personnel who are eligible for waiver.

Accelerated training and evaluations should be included in the program records.
