, UX Nuclear Regulatory Commission c ATTN: Document Control Desk Washington, D.C. 20555 Reply to Notice of Violation The University of New Mexico Docket: 50-252 Albuquerque, New Mexico License: R-102 During an NRC inspection, two violations were identified. They were 1) unreported revisions to the security plan and 2) unreported revisions to the emergency plan. Both these violations occurred as a result of administrative oversight on the part of the Chief Reactor Supervisor. At the time the documents were revised, the Chief Reactor Supervisor had an extensive academic and administrative workload in addition to his duties as Chief Reactor Supervisor. To remedy this situation, his academic and administrative workloads have been reduced to ensure adequate time for supervision of the reactor facility. In addition, we have reviewed the reporting requirements for all documents with the Chief Reactor Supervisor, the Reactor Administrator, and the Reactor Operations Committee. The Reactor Safety Advisory Committee is auditing the security plan and emergency plan every two years and will indicate that these plans need to be reported at those timds. Reporting requirements and dates from 10CFR50.54 p and q have been explicitly included in the plans as appropriate. The security plan has been revised to indicate the condition of the new security system and is in review. The emergency plan is also in review with the expectation that both documents will be forwacded to the NRC by August 1,1994. Review of both documents to date indicates that any changes are for upgrades to the plans and no degradation of preparedness or security has occurred as a result of the failure in reporting.. In addition to the above efrort, the Reactor Administrator will create a checklist of reporting requirements which will be reviewed semi annually by the Reactor Operations Committee to assure that all reports are current. It is expected that the University of New Mexico will be in full compliance with the requirements by August 1,1994.
