Enclosed is a reply to the Notices of Violation from the inspection conducted at our facility during the period March 28-31, 1988. The reply provides the following information for  ;

the violation noted:

1. Reason for violation,
2. Corrective steps taken to dhte and results, l
3. Corrective steps to be taken in the future, and, j
4. Date when full compliance is expected.

We believe we have responded to the violation and indicated corrective action which will bring our facility into full compliance with the applicable NRC requirements.

FAILURE TO SUBMIT ANNUAL OPERATING REPORT

1. We had a change in staff in June last year and the Reactor Technician and Administrative Secretary are new in these positions. In the process of providing training, the submittal of the 1987 annual report got lost in the shuffle.
2. While the NRC inspector was present for the review and identified the violation, the 1987 annual report was completed and submitted on March 31, 1988.
3. All of the staff (Reactor Administrator, Chief Reactor Supervisor, Administrative Secretary, and Reactor Technician) are now aware that the report milst be prepared and submitted before Sept. 30 each year.

These four people will provide checks and balances on each other the insure that the process is completed as required.

4. Full compliance has been achieved as of May 13, 1988.
