" Status of Project in Suspension" l
Dear Mr. Gossick:
l As you are aware, in November 1974, the Potomac Electric Power i
Company announced its decision to defer the commercial operation l
dates of the Douglas. Point Nuclear Generating Station Units 1 I
and to 1985 and 1987 respectively.
This resulted in a reduced l
level of activity on the project which is expected to be main-tained until the fourth quarter of 1976.
The purpose of this letter is to inform you of the current status i
of the proj ect and to summarize the actions planned for accom-l plishment during the suspension period, irrespective of the out-come of the Atomic Safety & Licensing Appeal Board proceedings.
This plan is directed toward reactivation of the project during the fourth quarter of 1976, staaffing to support full effort by January 1977 and directed toward a construction permit by l
January 1979.

ORGANIZATION AND STAFFING The organizational structura and responsibilities of our nuclear departments remains the same as in the Preliminary Safety Analysis Report except, the Nuclear Safety and Environmental Affairs Department.
This change is a result of combining all of the Corporation's environmental act into a single unit.

Due to the suspension, it has been necessary to destaff
]
and de-activate certain areas of our organization.
Our i.
Construction Department and: Plant Operations Section have been totally de-staffed and de-activated, the.
i i
Quality Assurance Department has also been.de-staffed with exception of the Manager of Quality Assurance, the Nuclear Engineering Department has been reduced in j
personnel by fif ty-seven percent and the Project Engineer's position is vacant.
The selections of positions and personnel for retention during this suspension period was based on maintaining our ability to support the licensing proceedings, pur-sue limited safety activities and provide for a rapid reactivation for the overall project in the fourth quarter of 1976.

PROCUREMENT i
The only activities we' are allowing to proceed are:
a) Conversion of the Letter of Intent (issued prior 1to project suspension) to a contract for the. steel con-tainment vessels, and b) Evaluation of-pre-suspension hardware and options under our Nuclear Steam Supply System Contract.
This latter activity is necessary in order for us to support the ongoing licensing activities.
As the above activities are completed, a reassessment will be made to determine whether and if selected work can be activated.

DESIGN A complete and accurate file for each design item (drawings and specifications) is being verified as de-fining the current status and bases.
Limited preliminary engineering work is being allowed to continue in order to assess the impact of new codes, standards and guides on our licensing activities and schedule.
However, no safety related drawing or spec-ification is or will be reviewed without meeting quality assurance requirements of the Nuclear Quality Assurance Manual.
Effort in this area is expected to continue to be minimal.

QUALITY ASSURANCE Systems, procedures and work instructions for the Nuclear Quality Assurance Department and the Nuclear Engineering Department and the Project Department were well underway in development and implementation in late 1974.
This suspension period will provide an opportunity to focus on completing systems, pro-

cedures and instructions as well as verification that all audit items are corrected and resolved.

RE-STAFFING OF ALL DEPARTMENTS Re-staffing is scheduled for key individuals in the third quarter of 1976, and the remainder of the required personnel in the fourth quarter of 1976 to support all necessary activities by January 1977.
