Congress spoke decisively about the problems centering on the Tocks Island project in the reports of both the House and Senate Committees on Appropriations regarding H.R. 15506 (Public Works for Water and Power Development and Atomic Energy Commission Appropriation Bill,1973).
Both Houses directed that the 1973 approprikt lons for the Tocks Island project, together with the $1,650,000 pre-viously appropriated for preliminary construction work, be applied only towards an accelerated program of land acquisition in the project area until the required

assurances had been received or other acceptable action

In' view of the considerable environmental and economic

questions still to be resolved in regard to the Tocks Island project, we believe that the commission should not take any action on either the sewbold Island or Limerick Plants until the question of water availability without the Tocks Island project is resolted.
We would like to avoid, if at all possible, any further Federal actions J
that.might tend to co= nit us to approval of Tocks Island project in absence of the necessary environmental safe-guards.
Licensing of two saajor pcwer pl. ants dependent on water from the Tocks Island project might provide undesirable momentum for basty approval of a project I
that still is much up in the air.
