SUMMARY

OF MEETING ON JUNE 2, 1987 - PLANT SPECIFIC STEAM GENERATOR TUBE RUPTURE ANALYSIS l On June 2,1987 NRC staff met in Bethesda, Maryland with representatives of TV Electric, Applicants for the Comanche Peak Steam Electric Station (CPSES), Units 1 and 2, to discuss the status of the CPSES plant specific steam generator tube rupture (SGTR) analysis efforts. The meeting notice, list of attendees and agenda for the meeting are attached as Enclosure 1.

The meeting had been requested by TV Electric to inform the staff of it plans rand schedules for the CPSES plant specific SGTR analysis. This )

analysis ic required in accordance with the staff's evaluation of the l Westinghouse Topical Report WCAP-10698, "SGTR Analysis Methodology to Determine the Margin to Steam Generator Overfill," which was issued in a letter, dated March 30, 1987 from C. Rossi (NRC) to A. Ladieu (SGTR Subgroup of WOG). The SGTR decident was last addressed by the staff for CPSES in l Section 15 of SER Suppleinent No.12 (October 1985). TU Electric made a '

detailed presentation on the subject, using the viewgraphs attached as Enclosures 2 and 3. Some of the information presented and included in the viewgraphs was considered as proprietary by the Applicants and has not been included in this report.

The CPSES plant specific SGTR analysis will be performed by TV Electric, not by Westinghouse. The Applicants described the TV Electric organization, under the direction of A. Husain, Director of Reactor Engineering, which will perform the analysis (see Enclosure 2, pages 1 through 2; Enclosure 3, pages 3 through 12). The analysis will be performed in the Transient Analysis Group in the Reactor Engineering Department (see Enclosure 2, pages 1-3).

The Applicants described the professional expertise, experience and specific functions of this group (see Enclosure 3, pages 3 through 12). Brent Rice, Supervisor of the Transient Analysis Group stated that the RETRAN code will be used for the analysis instead of the Westinghouse LOFTRAN code. The RETRAN code was developed by Energy, Inc. (EI) for EPRI. TV Electric is applying the code in various accident analyses to develop efficiency and expertise in its use. The code is currently being benchmarked by TV Electric for the SGTR analysis.

B. Rice stated that it is the intent to resolve the SGTR issue and fully comply with the NRC requirements by March 1988, that is, prior to issuance of an operating licence. TV Electric intends to submit for staff evaluation its plant-specific SGTR analysis by november 1, 1987. Staff indicated that this would not allow adequate time to mcet the TV Electric date of March 1988 and requested an earlier submittal. Staff agreed to again meet with TV Electric prior to the submittal.

l Sui-Sang Lo of TV Electric discussed in detail the background, applicability (types of transient analyses), and use of the RETRAN code in the industry and q NRC staff evaluations of the code, including updated versions (M00002, M00003 l dnd M00004) of the code (See Enclosure 2, pages 15 through 24). The staff j inquired how the RETRAN code, instead of the Westinghouse LOFTRAN coce, j Cdn be used With the Westinghouse methodology for the SGTR plant specific i anolysis. Applicants will address this issue in detail in the forthcoming formal submittal. The staff also inquired about the specific changes that were made to the code and requested that the specific staff approval for each  ;

of the MODS be clearly referenced in the submittal. TV Electric stated j that the application of the RETRAN code by TV Electric had been reviewed j by an independent organization, Energy Inc. (EI), and comments were '

incorporated.

J. Boatwright, TV Electric, addressed the SGTR analysis generic background and the plant specific andlysis with respect to the Westinghouse topical reports (Enclosure 2, pages 26 through 56). He identified the RETRAN plant specific assumptions and conditions for CPSES and presented initial results that had been obtained with RETRAN. Much of this informdtion was considered proprietary and is not includea in the viewgraphs. TU Electric stated that after the SGTR )

analysis with the RETRAN code has been submitted to the staff the FSAR will be j upacted appropriately. TV Electric intends to use the RETRAN code for other  !

transient analyses end apply it, for example, in future reload analyses.

At the conclusion of the meeting the staff stated that in order to evaluate the CPSES plant specific SGTR analysis and issue a safety evaluation by March 1988, as expected by TV Electric, the analysis should be submitted prior to Novemoer 1987, as currently scheduled by TV Electric. The staff  !

stated that the following specific items shculd be addressed in the submittal:

1. TV Electric should clearly demonstrate, in accordance with Generic  !

Letter 83-11, its capability to apply the RETRAN code for the SGTR dndlysis, including the modelling of plant specific features and ,

justification of assumptions. l

2. A detailed evaluation s,ould be provided to demonstrate that the  !

RETRAN code, in its CPSES plant specific version as discussed et  !

Item 1, can be applied with the Westinghouse methodology instead i of using the Westinghouse LOFTRAN code.

3. The staff has approved the generic application of RETRAN-02-M00002,  !'

subject to certain corrections that had to be made. TV Electric should clearly identify the code to be used for CPSES, what cor-  !

rections had been made to RETRAN-02-M00002 and what other changes have been mode and their justification.

The staff and Applicants agreed to have another meeting prior to the sub-mittal of the SGTR analysis. The meeting was tentatively scheduled for mid to late July. In order for the staff to review specific RETRAN calculations-and to tour the TU Electric simulator facilities, the meeting should be -

held at the CPSES site.
