4 PHILADELPHIA ELECTRIC COMPANY f LIMERICK GENERATING STATION 2k EMERGENCY PLAN IMPLEMENTING PROCEDURE i EP-204 MOBILE COUNTING FACILITY ACTIVATION 1.0 TARTICIPANTS 1.1 Field Survey Group Leader shall direct the set-up and functions of the mobile counting facility.
1.2 Mobile Counting Facility Members shall perform counting and analysis duties as directed by the FSGL and this procedure.
2.0 ACTIONS - IMMEDIATE 2.1 Field Survey Group Leader (FSGL) shall:

2.2.2 Load the assembly into the assigned vehicle as follows:
2.2.2.1 Load the TRANSPEC case into the back of the Emergency Vehicle and secure it.
2.2.2.2 Pass the Detector / Cryostat Assembly over the backseat of the vehicle and secure it to the backseat.
2.2.2.3 Place the Shield Assembly on the floor of the backseat.

2.2.4 Obtain emergency dosimetry and ensure the DRD's are zeroed prior to leaving the TSC.

NOTE THE FIELD SURVEY KIT SHOULD HAVE ALREADY BEEN INVENTORIED PRIOR TO RETURNING TO THE TSC. VERIFY l WITH THE FSGL THAT IT HAS BEEN INVENTORIED.
2.2.6 Obtain information from the FSGL on the situation, plan of action, location for setting up the mobile counting facility, and necessary precautions. l 2.2.7 Place the field survey kit and radio in the vehicle and perform a communication check prior to leaving the site.
2.2.8 Proceed to the MCF location and notify FSGL upon arrival.

3.1.2 Verify with the MCF member that the location selected is suitable for the intended purpose.
3.1.3 Obtain analysis information as provided by the MCF 4

I 3.2 Mobile Counting Facility Member shall:
3.2.1 Upon arrival at the designated MCF location turn on
, and monitor the E140N/HP210 to verify that the background is less than 100 cpm. If the background
, is greater than 100 cpm, notify the FSGL.
3.2.2 Set-up the TRANSPEC Portable Spectroscopy and detector assembly on the rear tailgate of the designated Emergency vehicle.

3.2.3 Set-up an air sampler (Radeco H809C or equivalent)

for purging sample cartridges as they are brought in.
3.2.4 Await arrival of first samples to be brought by the field survey squads.
NOTE
' WEAR PLASTIC GLOVES WHEN HANDLING SAMPLE HEAD ASSEMBLIES.
- 3.2.5 Place the sample head assembly in the air sampler and purge for 1 minute.
i 3.2.6 Remove the particulate filter and silver zeolite cartridge from the purged sample head without separating them, and wrap them together in clean l cellophane wrap.
3.2.7 Place the sample media into the detector shield assembly with the particulate filter facing the detector and analyze in accordance with HP-476. l Record results on Appendix EP-204-2. l I
3.2.8 Notify the FSGL of the results of the analysis.

5.2.3 The MCF members exposure shall be limited to the guidelines in EP-204-1, Emergency Exposure Guidelines.

3.1.4 Dispatch the field survey squads to additional survey locations as necessary. )

3.2.2 When survey location is reached, pull off the road and turn on emergency flashers. Exit vehicle and determine the maximum dose rate at waist height in a 360 degree radius using the E-520/EP-270 or equivalent. Take readings with the probe shielded and unshielded. If the unshielded reading is greater than two times the shielded reading, assume that you are immersed in the plume (as opposed to seeing the effects of skyshine).
