He is Vice President of Philadelphia Electric Company (hereinafter referred to as the " Company"); he is authorized to execute this Affidavit on behalf of the Company; and he has reviewed EP-211, Rev. 3 (hereinafter referred to as "the Document"), and knows the contents thereof.

The parts of the Document which are sought to be i
l withheld from public disclosure are the listings of the direct-l line telephone numbers of the emergency response facilities of the Company which are not listed in public telephone directories.

To the best of his knowledge, information and belief, the telephone numbers set forth in the Document have been i

considered by the Nuclear Regulatory Commission as confidential and proprietary information and be withheld from public disclosure on the grounds that disclosure of the direct telephone i
numbers of the emergency facilities of the Company could adversely affect the capability of prompt notification in the event of an emergency; such disclosure is not required in the public interest; and such disclosure could adversely affect the interests of the Company and its ability to effectively implement the notification requirements of the Emergency Plan Procedures.
