Tennessee Valley Authority ) 50-328 SEQUOYAH NUCLEAR PLANT - TECHNICAL SPECIFICATION CHANGE 77 In accordance with 10 CFR Part 50.90, we are enclosing 40 copies of a l requested amendment to licenses DPR-77 and DPR-79 to change the technical specifications of Sequo; rah Nuclear Plant units 1 and 2 (enclosure 1). The proposed changes add a requirement to LCO 3.3.1.1 (unit 1) and LCO 3.3.1 (unit 2) technical specifications for operability of the new shunt trip attachment to the reactor trip breakers. This change also incorporates testing requirements for the reactor trip bypass breakers SR 4.3.1.1.1 (unit 1 and unit 2). These changes are based upon NRC requirements illustrated in Generic Letters 83-28 and 85-09. The justification for the proposed technical specification changes is provided in enclosure 2. A proposed determination of no significant hazards consideration is provided in enclosure 3.
