Gentlemen:
Please refer to your letter of Decenber 8,1982 which addressed the QA Program Inspection conducted by Mr. J. W. Sutton at Transamerica Delaval's Oakland facility on August 23-26, 1982.
Following are our reply's to the three nonconformances listed in your Appendix A:
1.
Nanconformance A.
Corrective Action: The Quality Assurance / Quality Control Organi-zational Chart, page 1-10 of section 1 has been revised to reflect the current QA organization that is, the NDE level III is not shown as being the Quality Engineering Manager.
Preventive Action: W e Manager of Quality Engineering has been assigned the responsibility of keeping the QA Manual current. He has been instructed that minor changes, such as the above, will re-quire a formal revision.
Date: The revised QA Manual will_be reissued by January 14, 1983.
2.
Nonconformance B.
We have not done a recent external audit of Kobe Steel Ltd of Japan.
Kobe Steel is a quality producer of Crankshafts. Every major large engine manufacturer in the world uses their Shafts. h ey have been accepted by loyd's and American Bureau of Shipping. When we buy a Shaft from Kobe, we get a Chemical and Physical Test Report. These tests are witnessed and approved by an American Bureau of Shipping Representative. When we receive the Shafts, we do a complete dimen-sional check and a Mag Particle Test. On the Shafts in question, we did a Chemical Test also. Regulatory Guide 1.144 states external audits are not necessary when the item is standard in design and adaptable to testing to verify quality characteristics after receiving.
Based on the above, we feel we have met the intent of 10CFR50B in this untter.
Corrective Action: We did a Chmical Analysis of the two Crankshafts in question to verify the tests done by Kobe Steel. Both of these analyses agree closely with the tests done by Kobe and witnessed by A.B.S.
Copies of these tests were sent to Mr. James Sutton on Septeater 13, 1982.

- Date: The date for the preventive action is Decenber 28, 1982.

Nonconfonnance C.
Corrective Action: A drawing showing the location of the External Governor Lube Oil Cooler has been prepared. This drawing was re-viewed during the NRC Inspections by the Inspectors.
Preventive Action: The drawing r r showing the location of the External Lube Oil Cooler has beer. _ded to the Engine Governor Parts List. The Route Sheet for the Governor Assembly also gives the drawing number. Adding the drawing nucher to the Parts List and the Route Sheet will make the drawing available to the worker who installs the Cooler. Inspection will verify coupliance.
Date: The Parts List was revised 1/5/83. The Route Sheets were revised 1/5/83.

Thank you 'for your letters of January 5 and March 4,1983, in response to our letters riated December 8,1982, and February 15, 1983.
As discussed with your Mr. R. Boyer during a telephone call on March 27, 1983, it is our understanding in regard to Item B in the Notice of Nonconformance that you will revise your QA Manual by April 29, 1983, to reflect the basis for retaining vendors on qualified suppliers list when a resurvey every 3 years is not performed.
We have no further questions at this time and will review your corrective actions dnd preventive measures during a' future inspection.
