1.0 GENERAL 1.1 PURPOSE tis procedure establishes the basic guidelines and general format for the preparation, approval, and control of TUGC0 Nuclear Engineering (TTE) procedures and instructions.
1.2 SCOPE This procedure shall apply to the preparation of all TNE procedures and instructions.
1.3 RESIONSIBILITIES W e TNE Manager, or his designee, with input from applicable sources shall determine the need for originating or revising TNE procedures. Responsibility for procedure / instruction preparation and issuance shall be informally delegated to the QA Staff Engineer.
TNE files shall be responsible for distribution and control of thece procedures and instructions.
1.4 DEFINITIOtB
- 1. 4.1 TNE Procedures Documents which outline or define the general requirements for the performance of various engineering functions, activities, and interfaces. Engineering functions, activities, and interfaces may include methods to be employed, equipnent or materials to be used, or the sequence of cperations to be performed. Proctdures 4. tall apply to all TNE groups / disciplines and interfacing organizations involved in the design, procure-ment, construction, and ooeration of COMANCIE PEAK STENT EIECTRIC STATION.

It is the responsibility of the holder of the Information Capf to assure the validity of revision control.
2.0 PROCEDURE 2.1 PREPARATION Individuals assigned to grepare or revise 'INE procedures or instructions shall review the following documents, as applicable, to assure compliance:

Procedure Manual 2.2 REVIEW Procedures and instructions shall be reviewed bt the 'INE Manager and the responsible Supervising Engineer (s). Coments generated shall be resolved b/ the OA Staff Ehgineer, as applicable, prior tc5 approval.
After all coments are resolved, the reviewers shall rote their concurrence bf signature on Ebrm TNE-AD-3.1 (Figure 3). The TtE Files shall naintain records documenting such review or concurrence and of designated controlled-copy manual holders.

5-29-84 3 OF 8 2.3 APPROVAL Upon cxxnpletion of review, procedures prepared within the scope of this procedure shall be approved by the TNE Manager or the CPSES Manager of Engineering. Instructions prepared within the scape of this procedure shall be approved by the appropriate Supervising Engineer or the TNE Manager.
Where TNE procedures or instructions specify duties or activities by other CPSES organizations, those organizations shall also be involved in the review and approval process.
2.4 REVISIONS Procedure / instruction revisions shall be processed in the sane manner as original issues. The TNE Files shall maintain a history file of all gocedure/ instruction revisions.
Revisions may be identified by side bars on the right side of the page.
2.5 NLNBERING SYSID4 Engineering gocedures and instructions shall be divided into three categories: 1) Administrative; 2) Design Control; and 3) Procurement Control.

1.0 GENERAL The " GENERAL" section of the document shall describe its pur pse and scope. Organizational respnsi-bilities and definitions, Wien required, may also be included in this section.
2.0 PBOCEDURE (or INSTRUCTION)
This section should contain descriptions of operations and activities that must be acecrnplished to fulfill the purpose of the document. Appropriate references should be noted where required. Requirements should be arranged in a logical sequence. Figures, tables, and attachments may be used as needed to supplement the document, and will be numbered as pages Y

2.6.3 Heading and Lists Engineering Erecedures should be prepared using a decimal paragra@ ntabering system in a " block" format. Each decimaly numbered paragra@ should have a topic heading.
Section headings (e.g. 1.0, 2.0, 3.0) should be in capital letters ed mderlined. Main paragra@ headings (e.g.1.1, 1.2, 2.1) should be in capital letters without an underline.
Sub-paragraph headings (e.g. 1.1.1, 1.1.2) should be with initial capitals and then lower-cased letters with the entire heading mderlined.
Items in a series or list should be introduced by a sentence ending with a colon and preceded by lower-case letters arranged in al@abetical order.
Sections, main paragraphs, subparagraphs and lists should conform to the format presented in the following example:

Traceability 2.7 DISTRIBUTIN AND CONTROL 2.7.1 General Reauirements Controlled copies of engineering Erocedures/ instructions shall be distributed to personnel directly involved with quality assured activities. Distribution shall be broad enough to assure that personnel are aware of and perform assigned activities in accordance with applicable procedures /instruc-tions.

5-29-84 6 OF 8 2.7.2 Control Methods 2.7.2.1 Controlled Copies Controlled copies shall be distributed in manual. form.
Control of procedures / instructions shall be maintained by the assignment of a unique manual number to each controlled cow recipient. Contents of eacit controlled manual shall be identified through the use of a Table of Contents reflectim the current revision of each procedure / instruction to be in the manual. Controlled procedure / instruction copies shall have the recipient's manual nmber written in the " Control Ccw tb." section of the procedure / instruction title blodc.
Each complete manual or single cbcment issue / revision for insertion into manuals shall be transmitted to controlled copy recipients via a TSG memorandum. All issues shall be accompanied by a current table of contents. Each holder of a controlled egy shall be required to acknowledge receipt by signing the transmittal memorands and returning it to TNE Files. The copyholder will be reminded that, if no acknowledgement is received within thirty days, a manual may be decontrolled if no adenowledgement is forthecmig five days after the reminder.
2.7.2.2 Information Copies Copies of procedures / instructions shall be available on an as needed basis.
2.7.3 Ibement Distribution & Control Distribution of TNE Procedures / Instructions, both
' controlled and information copies, shall be performed by TNE Files in accordance with TNE-AD-4.

Traceabili ty 3.3 NUMBERING SYSTEM Quality Assu rance Procedure numbering prefixes are established as CP-QAP's followed by an assigned number for each category of procedure.
Quali ty Instruction prefixes are established as QI-QAP's and the Instruction Number is distinguished from the related procedural document by the use of a dash. For example, the Qualit" Assura1ce Procedure is numbered CP-QAP-11.1.
In numbering all rela ted subordinate instructions to this procedure, the originator would make use of the procedural number 11.1, adding a dash and a suffix number for each instruction.

i QA Procedures and Instructions shall also be submitted to the j
Owner's Site QA Supervisor and the B&R Construction Project Manager for review, prior to issuance. Also, QA Procedures /
Instructions that contain design inspection criteria shall be submitted to Engineering fo r revi ew.
Only revisions that affect design inspection criteria need to be reviewed by i
Engineering.
The originator of the QA Procedure or Instruction shall be responsible for resolving all comments of the reviewing parties prior to submitting the document to the QEG Supervisor for approval.
QA Procedures and Instructions shall be transmitted to all reviewing parties utilizing the Procedure / Instruction Review Fonn (Attachment 2).
The reviewing parties shall record their comments on the Procedure / Instruction Review Fonn, sign, date and return the comments to the QEG.

originator shall resolve the comments, obtain concurrence on the resolution from the reviewing party, record the t

3.5 APPROVALS QA Procedures and Instructions shall be approved by the QEG Supervisor prior to issuance of the document.
In addition; all nondestructive examination procedures shall be approved by the Site NDE Level III.
3.6 REVISIONS Revisions to QA Procedures or Instructions shall be prepared with change bars in the right ma rgin, and reviewed and approved in the same manner as the original docunent.
3.7 QUALITY DOCUfENT CGNTROL QA Procedures and Instructions are distributed and controlled in accordance with QA Procedure CP-QAP-7.1 3.8 TRAINING Personnel training on new or revi sed procedures and instructions shall be accomplished in accordance with QA Procedure CP-QAP-2.1.
