) On-site Emergency Planning (Seabrook Station, Units 1 and ?) ) and Safety Issues NRC STAFF'S FOURT!* MONTHLY STATUS REPORT PURSUANT TO THE LICENSING BOARD'S ORDEFF OF NOVEMBER 4,1985 AND JANUARY 8,1986 On November 4,1985, the Licensing Board issued an Order directing submissions by the Staff and Applicants of various identified documents.

Dy Order dated January- 8,1986, the Board requested the NRC Staff to furnish reports on the status of its review of the documents identified in the Order of November 4, 1985, to be filed by February 3,1986 and no later than every 30 days thereafter. Pursuant to the Board's Orders, the Staff filed monthly status reports on February 3, March 5, and April 4, 1986. The Staff hereby submits its fourth monthly status report with respect to the matters identified in the Board's Orders.

1. The next Supplemental Safety Evaluation Report for Seabrook (SSEE 4) is undergoing final revisions at this time , and is expected to' he published in approximately ten days. If possible , the Staff will provide the Board and parties with the completed SSER input for each of the relevant areas prior to publication of the SSER.

2. ,The Staff has completed its review of Applicants' Revised 5

Environmental Qualification Report , and of the further information concerning the environmental qualification of electrical equipment at Seabrook, which. was provided by the Applicants on April 4, 1986. The results of the Staff's review and an identification of the iteins which remain open at this time will be provided in SSER 4.

3. The Staff has completed its review of Revised Section 5.0 of the Applicants' onsite Radiological Emergency Response Plan , including the additional information which was provided by the Applicants on April 2, 1986, and incorporated in FSAR Amendment 58 submitted on April 11, 1986. The results of the Staff's review will be provided in SSER 4. II -
4. The Staff's review of the Applicants' onsite Radiological Emergency Response Plan was undertaken, and has now been completed, independently ' of the Staff's review of Revision I to the Westinghouse Owners Group Energency Response Guidelines. The Staff will undertake 1/ By letter dated April 18, 1986, the Applicants committed to revise their emergrene.y plan implementing procedure for EALs (ER 1.1) by April 24, 1986, in order to incorporate their modified EALs therein; the proposed revisions were discussed by the Applicants and Staff during the Staff's onsite emergency plan audit. On April 24, 1986, the Applicants submitted revisions to ER 1.1, in accordance with this commitment. The Staff is currently reviewing these revisions in order to confirm that they satisfy the Applicants' commitment .

This review is expected to be completed shortly.
