We Federal EmcIgency Management Agency (FDR) has coupleted a review of the prompt alert ard notification system for the Seabrook Station located in Seabrook, New Hampshire.
'Ihis review has been capleted pursuant to Title 44 CFR, Part 350; selected evaluative criteria and Appendix 3 in NUREG-0654/FDM-REP-1, Revision 1; selected evaluative criteria in NUREG-0654/FDR-REP-1, Revision 1,
Supplement 1; and FD%-REP-10, the " Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants." 2e enclosed report
- entitled, "Seabrook Station Site-Specific Offsite Radiological Emergency Preparedness Alert and Notification System Quality Assurance verification," summarizes the ergineering design review of.the system as described in the April 1988 Design Report and the October 1988 and March 1990 Addenda to that report; incorporates the results of the telephone survey of the public conducted following a full activation of the alert and notification system on May 16, 1990; and confirms the adequacy of the applicable evaluative criteria frcan NUREG-0654/FDR-REF1, Revision 1; NURD3-0654/FDR-REP-1, Revision 1, Supplement 1; and FDR-REP-10.
Based on the engineering design review; the findings of adequacy issued to the Nuclear Regulatory re m k nion for the New Hampshire Radiological Emergency Response Plan on February 9, 1990, and the Seabrook' Plan for Massachusetts Communities on June 15, 1990; and the results of the May 16, 1990, public telephone survey, FDR has determined that the alert and notification system installed around the Seabrook Stati'on satisfies the requirements of NUREG-0654/FDR-REP.-1, Revision 1; NURD3-0654/FDR-REP-1, Revision 1, Supplement 1; and FDR-REF10.
2erefore, FDR concludes that j
the system is adequate to prmptly alert and notify the public, in the event of a radiological emergency at the site.
A Title 44 CFR, Part 350, approval of the New Harpshire Radiological Emergency Response Plan will be completed at a later date.
Se Honorable Judd Gregg, Governor of New Hampshire, and New Hampshire Yankee have been advised of this approval of the Seabrook Station alert and notification system.
Notwithstanding this approval, FDR r - nds that the State of New Hampshire, its local jurisdictions, and New Hampshire Yan}me consider' increasing the frequency of the full-cycle tests of the Seabrook Station

satisfied ard are now approved by FDR. A fomal approval of the New l
Hampshire Radiological Emergency Response Plan pursuant to Title 44 CFR, Part 350, will be forthcoming at a later date.
