In-accordance with the Board's Order, dated July 9, 1990, the-Staff submits the following status report concerning its. review of l

l Licensees' interim plan:and EBS message to implement a sheltering option for the general summer beach population.

By letter dated June 20, 1990, Licensees submitted Revision 55 I

The Staff has completed it's review of Revision 55 ccd concludes that Licensees have adopted the Board's; suggestion (Tr. 28,388; l

28,393; l28,408-09) and have appropriately revised their onsite emergency plan implementing procedures to include a shelter EBS 1

At a prehearing conference held by the Atomic Safety and Licensing

Board on June 5,1990, the licensee comitted to prepare an interim i

onsite plan and emergency broadcast system (EBS) message to offer to State of New Hampshire officials to implement a sheltering option for the l-suntr.er beach population, and to submit _the plan and message for NRC staff review, LBP-90-20, 31 NRC (June 20,1990),at11-12. On June 20, 1990, hew Hampshire Yankee (NHY), submitted Revision 55 to the Seabrook Station j

Production Emergency Response Manual.* The staff's evaluation of Revision 55 to the Seabrook Station response manual is presented below.

" General Emergency", and ER 5.4, " Protective Action Recommendations".

. organization), a new step has been added to the general emergency action I'

.Seabrook Station response manual has been revised to direct the senior onsite emergency response manager, depending on whether the authority and responsibility for offsite notification and protective action recommendations

resides in the control room, TSC, or EOF, to offer a beach shelter EBS message to New Hampshire authorities for the situation in which the teaches cannot be evacuated. The shelter EBS nessage is given in Figure 8 of procedure ER 5.4 and is identical to the shelter EBS mersage givei in-

The shelter EBS message,:for sheltering. towns and beaches under General Emergency conditions, given in Figure 6 of ER 1.5 and Figure 8 of ER b.4, 1s similar in. format to other EBS messages shown in Appendix B of Vo16me 9 of the New Hampshire Radiological Emergency Response Plan (NHRERP).

The shelter EBS< mess 6ge states that all persons residing in, working in, or

visiting Hampton Beach or Seabrook. Beach are advised to shelter in place immediately.

People are instructed in the message to remain indoors at their current location.

If people are not inside a building, they are instructed

to go to:a nearby fully encloseo building and remain inooors until advised.

conjunction with the emergency planning officials of.New Hampshire, and

3.0 CONCLUSION

Based on a review of Revision'55 to the Seabrook Station Production Emergency Response Manual, the NRC staff concluoes that New Hampshire -

Yankee has adopted the suggestien of the Atoniic Safety and Licensing Board and has appropriately revised their onsite emergency plan implenenting procedures to include a shelter EBS nessage for the general beach popul6 tion that can be offered to State of New Hampshire officials for their consideration in the event of a General Emergency situation where evacuation is physically' impossible.
