too low. The narrativeanswer in Appendix B should state the following:

is acceptable. The appitcant's methodology which utilized both a .

postal survey and an analysis of assessment records is capable of producing hiahly justified population statistics. As a result of our review, the NRC staff continues to support the applicant's population statistics.
