Altman SCE&G Response to Fitness for Duty Questionnaire Page 1 of 2 South Carolina Electric and Gas (SCE&G) Company requests that this attachment be withhold from public disclosure as it contains privileged confidentialinformation. SCE&G has held this information in confidence from public dissemination. This type information is held in confidence by SCESG and is transmitted to the NRC in confidence. The information concerning the event is not available in public sources. Public disclosure of this personal and medical information will constitute a clearly unwarranted invasion of personal privacy.

The responses to the licensed operator fitness for duty questionnaire are as follov.s:

1. The licensed operator involved in the positive drug test was John T. Altman.

He was responsible for standing licensed required, non supervisory watches and non licensed building watches.

2. The individual had only random tests performed. The results we:o all negative except the final one, Which was confirmed positive. SCE&G's initial test cut off level for cannabinoid is 50 NG/MI ad the confirmatory test cut off level is 10 NG/ML. The dates and times are as follows: 7 Date Time 06/06/90 0724 04/05/91 2138 09/10/9i 1106 12/03/91 1051 10/28/92 1450 12/29/93 0951 07/30/96 0949 0C/19/97 0957 Confirmed positive on 08/22/97
3. The confirmed positive test indicated the operator used drugs. SCE&G has been unable to determine the circumstances surrounding the use of the substance. SCE&G has no evidence or knowledge that the operator either sold or possessnd illegal drugs.

4. The individual stood a license required balance of plant watch on August 19, a non license required auxiliary building lower watch on August 20, was off August 21, and a license required at the controls watch on August 22. His supervisor and Operations Management have evaluated the individual's performance for August 19,20, and 22 and found nothing that indicated either aberrant behavior or drug use.
5. These were no procedural errors related to the occurrence. The testing was -

a random test, not for cause after a procedural enor,

6. The individual was released from employment and his license requested to ,

be terminated. This license termination was requested on 08/29/97.

The Medical Officer's evaluation of the individual meeting the requirements of 10 CFR 55.33(a)1 is not needed since the individual was terminated once a

confirmed positive was determined. This happened prior to the Medical Officer .

determining whether or not the medical qualifications,of the individual were within requirements. ,
