'The purpose of this instruction is to ensure that the essential surveillance instrumentation needed to monitor plant processes during normal operating conditions is verified operable. Operability will be verified by ensuring that all WRs on loop equipment are complete. the power supply for each loop is energized, the proper valve alignment for instrument sensing lines, and that Tech Spec transmitters that cannot be verified operable by a channel check will be backfilled. Operability of loops that can be verified operable by channel checks will be performed by SI 2 and 3.Cl This procedure takes no credit for satisfying any Technical Specification Surveillance requirements but is a referenced document to GOI-1E and IF.
Appendix A of this instruction shall be performed each refueling outage immediately prior to entry into Mode 4 or whenever requested by the Operations section.
This appendix is a verification that all WRs are completed and the loop power supply is operable.
Appendix B is the checklist for verification of proper alignment of all safety related in-line instrument valves.
This checklist shall be performed each refuelitig octage prior to entry into mode 4 or whenever requested by Operations Section.
Appendix C is a list of Tech Spec transmitters which must be backfilled prior tc entry into Mode 3.
These transmitters are on nonredundant process instrumentation that cannot be verified operable by a channel check.
Appendix D is a cross reference of Tech Spec transmitter to sensing line backfilling procedure.

5.0 PROCEDURE 5.1 Check the appropriate reason for the test on the data package cover sheet.
5.2 Obtain the Senior Reactor Operator's (SRO) approval and signature on the data package cover sheet and notify the U0 of the work to be done.
NOTE: Steps 5.3, 5.4 and 5.5 may be worked out of sequence or simultaneously, i
5.3 Prior to entry into Mode 4 following a refueling outage er when requested by operations, perform Appendix A according to Steps 5.3.1 through 5.3.3, Appendix 8, and document accordingly.
NOTE:
Operable" and "Ready for Service,",as used throughout this procedure, imply that a loop voltage check for each instrument loop meets the criteria given in this procedure, or if the criteria is not met, steps are taken to correct the problem and ensure the loop meets the criteria of this procedure.
The absence of an orange sticker and work request (HR) are the final criteria which complete the SI's overail available for service requirement.
5.3.1 Check and record the Test Point Voltage for each item in
. Appendix A, and sign on the data sheets as each is completed.
The presence of voltage is verification that the power supply is functional.
If voltage is not present, evaluate the problem and initiate a HR if necessary to correct the problem.
5.3.2 Circle the letter (y-yes, n-no) provided on data sheet to indicate the HR/ orange ball status of the listed instrument l
and associated loop.
The SIMF shall evaluate the status of a HR to determine whether it is active or has already been worked.
5.3.3 If the instrument loop is determined not to be operable or a WR/ orange ball exists on the instrument loop, enter comments in the remarks column reflecting the problem or HR number.

The following component function codes are used:
ISIV - Isolation Instrument Valve ORIV - Orain Instrument Valve VTIV - Vent Instrument Valve BYIV - Bypass Instrument Valve TTIV - Test Instrument Valve EQIV - Equalizing Instrument Valve NOTE 2:
There are three different types of tags, one of which will be on each valve.
The temporary tags do not ir.clude the component function codes.
The old tags use HPV instead of VIIV.
The new tags will have the component function codes and will use VIIV.
When verifying proper valve configuration, any of these tags will be acceptable.
The unit number, system number and root valve numeric number plus sequential alpha character is sufficient information to identify each valve.
NOTE 3:
High Point Vents (VTIVs) are valves located at high points on the sensing line between the panel isolation valve and the root valves.
VIIVs are not isolation valves, but must be closed (normal configuration) to prevent the loss of process liquid.
To close or verify that VTIV is closed, the valve should be seated by turning the handle in a clockwise direction.

If a valve is not in the configuration, as shown, list on the Deficiency Log and contact General Foreman and-SRO for disposition.
If concurrence is obtained for returning valve to normal configuration, note on Deficiency Log and signoff on data sheet.
If-concurrence is not obtained, list the work package number controlling the valve configuration on the Deficiency Log.
5.5 Backfill sensing lines for the Tech Spec Transmitters listed in Appendix C in accordance with the appropriate maintenance instruction.C.)
3 6.0 ACCEPTANCE CRITERIA 6.1 "As Found":
No as found acceptance criteria exists for this procedure because the instrument loops checked are not required to be operable prior to the performance of this instruction.
6.2 "As Left": All of the instrument icops checked by this procedure r0ust satisfy the criteria given on the data sheets and be operable and ready for service as defined by Step 5.3.
6.3 All in-line instrument valves are left in the configuration as specified in Appendix B.
If another in-progress package has control of a valve and the valve cannot be returned to normal configuration, list the package number on the Deficiency Log under disposition.

kb Number Changes to Summary Section The following information is provided to clarify changes in numbers presented in the original submittal of the ECTG Slope Closure Report.
The original report listed the total number of instruments evaluated as 57.
This number does not change.
The total number of instrument lines evaluated was reduced from 93 to 83.
This reduction was made because 10 lines tee'd off previously counted lines. Rather than counting twice, these 10 lines were handled as a common pressure boundary.
Acceptable / Met Criteria was 16, but dropped to 12.
This change was made after a review of how the list was obtained, and found that 4 were counted twice. Two are in group 2 (Acceptable After Adjustment), and 2 in group 3 (Unacceptable Use-As-Is).
Acceptable After Adjustment changed from 12 to 4.
This change was made because 2 lines were worked per DCN X0014.
the remainder was a result of the lines affected by the change in total lines evaluated (83 VS 93).
Unacceptable, Use-As-Is increased from 41 to 47.
These 6 lines were originally scheduled for rework but were changed to non-rework as a result of Calculation SQN-ISC-004.
The applicable 8.1 discrepancy sheets have been revised to reflect this status and to include the referenced calculation.
Rework for restart changed from 24 to 20.
This change was the result of moving 6 lines into "Unacceptable, Use-As-Is", combining instrument lines where one modification effected two or more lines and the reduction of "Acceptable After Adjustment" for the two lines worked under DCN X 0014.
