The reference transmitted a proposed reduction in the heat flux hot channel factor (Fo[z]) from 2.237 to 2.15. The F,(z) reduction was proposed to obtain additional peak clad temperature (PCT) margin in support of the reduced minimum injected upper head injection (UHI) water volume described 'n technical specification change 88-20 dated August 15, 1988.

It is TVA's intention to increase the F,(z) limit back to 2.237 after completion of a supporting analysis by Westinghouse Electric Corporation (H).

With the format proposed by technical specification 88-28, increasing F,(z) would require an additional technical specification change. This additional change would probably be pursued on an expedited schedule, which could result in the inefficient use of TVA and NRC resources.

An alternate format to implementing the Fn(z) reduction is provided as an enclosure. A footnote is used to indicate the temporary reduction in the F,(z) limit until completion of the supporting H analysis. At that time, the footnote expires, and the limit is increased to 2.237. The footnote can then be deleted at a later time that is prudent for both TVA and NRC. The change in format is an administrative r5ange only and does not alter any of the conclusions drawn in the reference.
