Subject:

Oconee Nuclear. Station Docket Nos. 50-269, -270, -287-Corrective Actions from Service Water System ,

Operational Performance Inspection (SWSOPI)  ;

(Inspection Report 50-269,-270,-287/93-25)

By letter dated May 12, 1994, Duke responded to violations i from the SWSOPI. In the response to Violation 'A', Duke j committed to providing a schedule for the modifications of j the piping system downstream of the Reactor Building Cooling Units (RBCUs). The modifications would install an orifice in the pipe to prevent a potential water hammer event from occurring in the pipe. l l

An analysis of the two phase conditions downstream of the l RBCUs for Oconee Unit 3 will be completed by 12/1/94. If the  !

analysis concludes that an orifice should be installed to prevent a potential water hammer event, then the modification will be completed during the next Unit 3 refueling outage (3EOC15). For Units 1 and 2, the analysis will be complete )

by 1/3/95. If the analysis indicates that the orifice should- l be added on these units, then the modifications will be i installed during lEOC16 for Unit 1,and 2EOC15 for Unit 2.

In the response to Violation 'D', Duke indicated that the Emergency Condenser Circulating Water (ECCW) System flow test would be revised by 8/1/94 to include the results of an analysis of the flow naasurement error associated with the test instrumentation. The actual completion date of this commitment item needs to be moved to the next refueling outage for Units 1 (IEOC16) and 3 (3EOC15). The procedures will be placed on hold so that the test cannot be run without the procedure revision being incorporated. The Unit 2 procedure was revised on 10/27/94 prior to the latest ECCW test during the current Unit 2 outage.
