STATUS REPORT FOR COM81NED MEETING OF THE ACRS SUBCOMMITTEES ON $1TE EVALUATION AND EXTREME EX-TERNAL PHENOMENA, OCTOBER 9, 1985 Time and Place:
The meeting will be held on Wednesday, October 9, 1985 in Room 1046, 1717 H St., N.W., Washington D. C.
The meeting will be open to public attendance, it will start at 8:30 a.m. and continue until the conclu-ston of business. For the purpose of planning your return flight, it is anticipated that' the meeting will adjourn at 5:00 p.m.
Dr. Okrent will be leaving this meeting prior to its conclusion to attend a meeting of the Subcommf ttee on Safety Philosophy, Technology and Criteria scheduled for 3:00 p.m.
Purpose:
The purposes of this meeting are:
1)
To evaluate, from a probabilistic approach, the relative importance of various natural phenomena, and to prioritfre them in terms of their potential impact on offsite emergency planning, considering tie likelihood that such phenomena might cause an accident that would require the implementation of offsite emergency plans.
2)
To provide coments on the numerical values proposed in a July 5,1985 memo from the EDO to the Comissioners on this subject (Attachment 10).
3)
To review the proposed final amendments to 10 CFR 50 Appendfx E. Consideration of Earthquakes in Emergency Planning, 1
SECY 85 283 (Attachment 5), including a review of the Staff.
OPE and OGC coments on same, and to develop an ACRS consensyf-on this issue for the Comission.

ACRS' Previous Coments and Consnissioners' Requests for Additional Information During its 302nd meeting. June 6-8, 1985, the ACR$ prepared a letter to the Comissioners, providing ACR$ coments on the subject 10 CFR Part 50. Consideration of Earthquakes in Off-$f te EmergencyPlanning(Attachment 2). The key sentence in that letter was at the beginning of the first coment, which reads, "We see no technical reason for the exclusion of earthquakes from the natural phenomena considered in off-stte emergency planning..." The I
opening sentence in the second coment (and the elaboration of it followinginthatparagraph)isalsosignificant,via.."Inthe assessment of the impact of natural events on emergency planning, the major effort should be to identify potential devise alternate approaches for their resolution. problems and to A discussion of this issue was held with the Comissioners on July

The minutes of that portion of tw meeting which addressed this issue are enclosed as Attachment 3.

i entitled, " Estimated Probabilities and Impacts of Natural Phenomena which, when completed and the data therin prioritized, will be
.u pnsive to the Commissioners' requests. We would ask that, prior to the meeting, the members and consultants try to fill in this table using their best estimates of existing data.
II. Subsequent Actions Regarding Final Amendments to 10 CFR Part 50,
_ Appendix E: Consideration of Earthquakes in Emergency Planning The Comission met with representatives of the NRC Staff on Septem-ber 9,1985 to present and discuss the Final Amendments to 10 CFR 50 (Attaciment 5), which is the document proposed for publication in the Fedeel Register in its final fonn. This document is a revision of an earlier version which was published for public coment in the Federal Register on December 21,1984(49FR49640),
which the ACRS considered previously and which was the basic for the June 10, 1985 lettertotheCommission(Attachment 2).
Your attention is called particularly to the Sumary (including the staf f's recomendations) on pages 1 and 2 of Attachment 5; to the coments 1-4 on page 8 stating what the final rule would dos to what the staff recomenda+fons would not require (coments 1-3 on page 9) and staf f recomendation and notes on pages 9 and 10. In addition, Enclosure 1 to Attachment 5 should be thoroughly re-viewed, particularly the rule chan pages 38 and 39 of that Enclosure.ge typed in comparative text on A careful reading of En:losure 3 (to Attachment 5), Regulatory Analysis for Final Rulemaking to 10 CFR Part 50 Appendix E is also recomended.
The Staff's presentation materials used at the September 9 meeting are enclosed as Attachment 6.
Also enclosed are the OPE coments on the Final Amendments, which I recomend for your reading in its entirety (Attachment 7). And yet to be issued, but currently being prepared, is a letter from OGC to the Commissioners comenting on SECY 85 283. Final Amendments etc. When available, which should ta within the next week, a copy will be provided to you for consid-eration as part of this overall package.
Also enclosed, for a more in depth review of what was said at the meetings, are copies of the transcripts from the July 11,1985 ACRS meeting with the Comissioners (Attachment 8) and the September 9, 1985 Staff meeting with the Comissioners (Attachment 9).
Recommendations for Preparation for the Subcommittee Meeting and Future Actions You are encouraged to read and review the attached materials thoroughly to as to be fully conversant on this issue by the October 9, 1985 meeting. As mentioned above, you are also requested to provide as much currently available information as you can in Table 1 of Attachment 4.

r We recommend that you pay particular attention to Attachments 2 through 7.
We'believe (Attachment 9) ycu will find the September 9,1985 transcript particularly enlightening as very lively but somewhat confusing discussions on this issue are reported therein.
During this meeting the Subcommittees will prepare a letter to the Commissioners, respo,nding to the their requests and commenting on the proposed Final Rule, for consideration by the full Committee during its 306th meeting, October 10-12, 1985. The Commission has indicated that they will not vote on this issue until after they have received both the OGC and the ACRS comments.
