SUBJECT:

OFFICE CONCURRENCE IN THE DRAFT FRN, CONSIDERATIONS OF EARTHQUAKES IN EMERGENCY PREPAREDNESS The draft of July 19, 1985, is significantly improved. We concur, subject to the comment that element 2 of the rule would benefit from clearer phrasing.

In your draft, capability element 2 reads:

"2.

Ability to obtain damage estinates to the plant and to be able to communicate these estimates to offsite authorities so that this information will be available to factor into the decisionmaking process, including recommendations for protective actions after severe, low frequency natural phenomena."

We think it would be preferable to phrase this as follows:

"2.

Ability by the licensee to assess damage to the plant and to translate this information into realistic projections of the expected or actual radiation hazard

i We also recommend the development of regulatory guidance on the planning standards to be employed in assessing the licensees' capability to relate plant damage information into projections of offsite radiological hazard.
