STATUS REPORT FOR THE JANUARY 3-4, 1985 REACTOR RADIOLOGICAL EFFECTS (RRE) AND SITE EVALUATION (SE) SUBC0f9tITTEES COMBINED MEETING, WASHINGTON, D.C. Time and Place: The ACRS Subcommittees on RRE and SE will hold a combined meeting on January 3-4, 1985. The meeting will be held in Room 1046, 1717 H St., NW., Washington, D.C. The meeting will be open to public attendance. Each day the meeting will start at 8:30 a.m. and continue until the ! conclusion of business for that day.
Purpose:
The purpose of this meeting is to review and discuss one Emergency Preparedness issue, i.e., Proposed Amendments to 10 CFR Part 50, Section 50.47 and Appendix E: Consideration of Earthquakes in the Context of Emergency Preparedness. A copy of the document to be reviewed was sent as an attachment to my December 24, 1984 memorandum to you and other recipients. Unfortunate-ly, that copy was not the final version; the final version is enclosed as Attachment 4. . The second document sent to you, Proposed Rule on Emergency Preparedness for Fuel Cycle and Other Radioactive Material Licensees, has been withdrawn from consideration at this meeting. A draft copy of the proposed minutes of that portion of the meeting dealing with Emergency Preparedness is included for your information as Attachment 3.
.The status remained unchanged until a modified version of the proposed rule change was approved by four of the five Comissioners (Consiissioner Asselstine disapproved), as reported to EDO, W. Dircks by S. Chilk, Secretary to the Comission, in an internal memorandum dated December 6,
- 1981. This memorandum also requested that certain changes be incor-porated into the proposed rule prior to its publication in the Federal Register.
These changes were made and the final version of the proposed rule was published in the Federal Register on December 24, 1984; a copy of the final approved draft is enclosed (Attachment 4). This draft replaces Enclosure 1 in the SECY paper, SECY-84-394, October 10, 1984 which was recently sent to you. A comparison of the final version with the earlier version reveals several significant changes which are marked for your convenience in Attachment 4. The most notable of the changes are the addition of a new paragraph 3 on page 10, and the following, " Separate Views of Comis-l sioner Asselstine on pages 10 to 12, and " Chairman Palladino's Addition- ' al Views" on page 12. The other changes, although not as far-reaching as the above-named, are nonetheless important, particularly the full sentences and phrases underlined on pages 1, 5, 6, 9 and 12. Future Efforts: The comment period on the final Proposed Amendment to 10 CFR 50 expires January 22, 1965. The subcomittee will report to the full Comittee on this issue at their meeting on January 10-12, 1985. It is anticipated , that the full Comittee will send its coments to the Connission on this ! matter as a product of that meeting. Any action beyond that is not as yet obvious. - DRAFT #1 0MERRILL/bgs 10/31/84 MTGA DISC: EARTHQUAKES STATUS REPORT - NOVEMBER 1, 1984 CONSIDERATION OF EARTHQUAKES IN THE CONTEXT OF EMERGENCY PREPAREDNESS Discussion The SECY document (Ref. 1) was discussed at the October 23, 1984 Comission meeting, primarily between the NRC Staff, the PE Staff and the Commissioners. The principal items discussed were those on which comments had been expressed by PE in Ref. 2 which has not been made public, although its contents were extensively discussed during the open meeting and are available in Ref. 3, the transcript of the meeting.
Since the Commissioners' meeting, PE has been working with the NRC Staff and the Comissioners to incorporate recomended changes into the ' document and resolve differences between parties. As of October 31 the document had not been approved for release. It was Comissioner Palladino's intent that the revised SECY paper be approved for release prior to the oral arguments on Diablo Canyon which were presented on Tuesday, Oct. 30, 1984. (Reference 4). This issue was frequently mentioned and discussed in the oral arguments. Until the document is released, the ACRS RRE Subcommittee will not be able to review it in its final fonn and make recomendations to the full Comittee regarding the proposed rulemaking. The document's release is anticipated in advance of the combined RRE/WM meeting scheduled for November 30-December 1, 1984. The questions before the Comittee are (1) whether it agrees that the RRE/WM Subcomittees should review the proposed amendment during the public review period, and (2) whether the full Comittee, after hearing the subcommittee's report, should acke recommendations and/or coments to the Commission on this issue, and (3) in view of the preceding, what schedule should be proposed in lieu of the one proposed by NRC Staff (Reference 8) and discussed in Reference 9. l l 1

EMERGENCY PLANNING AT NUCLEAR FACILITIES DURING AND FOLLOWING NATURAL EVENTS In its review of nuclear power plants, particularly those in highly seismic areas, the ACRS has raised several questions regarding emer-gency planning and preparations, and the degree to which they take into account natural events such as earthquakes. For example, will systems and features used to alert the public to an accident in the plant, the equipment to monitor environmental conditions, the com-munications network, and emergency evacuation routes be available during or following a major earthquake. The Comittee recomends that the NRC Staff give further considera-tion to the development of emergency plans and the operability of equipment needed to deal with nuclear emergencies which result from ( natural disturbances. 1 l In this connection, the Comittee suggests that in the planning of j exercises for the NRC Emergency Operations Center, consideration i should be given to postulated scenarios including natural catastro- ! phies such as earthquakes and related plant failures, particularly l the failure of equipment or systems that are not Seismic Class I and the impact of sucfi failures on systems important to safety. It would seem advisable also that the FEMA be requested to review the capabilities of local emergency and disaster organizations to cope with multiple emergencies such as might result from a major earthquake followed closely by an accident at a nuclear power plant. cc Comissioners S.
