NRC TO REQUIRE CONSIDERATION OF NATURAL

, PHENOMENA IN OFFSITE EMERGENCY PLANNING The Nuclear Regulatory Comission is amending its regulations to require utilities operating nuclear power plants and utility applicants for operating licenses to take into account the effects of low probability, but severe, natural phenomena on offsite emergency plans.

The amendment will require that licensees and applicants assume, in developing offsite emergency plans, that such phenomena have disrupted nomal comunications systems and road networks and to consider these impacts on:

(1) The ability to transport necessary personnel to a reactor site after an accident to augment, as necessary, the original staff in coping with degraded modes of plant operation.

(2) The ability to assess accident damage to the plant and to translate that infomation into projections of the potential or actual radiation hazards offsite. Licensees and applicants also must have the capability to comunicate this information to offsite authorities so that it can be used in the decision-making process including recomendations for protective actions after severe natural phenomena.

In addition, state and local governments, in their emergency plans, should consider the compitcating factors of severe. Iow probability natural phenomena and identify alternate routes of travel and methods for makin deteminations about sheltering or evacuating people.

These new requirements reflect public comments on a proposed rule which was published for public coment in December 1984 dealing with the complicating effects of earthquakes on offsite emergency planning. A9 proposed at that time, specific consideration of earthquake effects en offsite emergency planning would not have been required. However, two alternatives were proposed for public coment, including one similar to the final rule now being promulgated.

The amendment to Part 50 of the Comission's regulations will become effective on (date).
