Change No. 13 License No. DR-15 By IWX dated July 18, 1972, you proposed a change to the Technical Specifications of Facility License No. DR-15 to allow a reduction in staffing and surveillance.

l We have designated this action as Change No. 13.

Based on our review of the proposed change, we have concluded that implementation of the change will not present significant hasards considerations not described or implicit in the Safety Analysis Report and that there is reasonable assurance that the health and safety of the public will not be endangered by operation in the manner proposed.

Accordingly, pursuant to Section 50.59 of 10 CFR Part 50, the Technical Specifi-cations of Facility License No. DR-15 are hereby changed as follows:

(1)

Delete Sections 3.6.5, 3.6.D and 3.7.A.

(2) Replace section 6.1.A.2 with:

"There shall be at least one person at the site at all times to provide security coverage and surveillance of the plant."
