Dear Dr. Morris:

Enclosed herewith are three signed and twenty-seven conformed copies of Proposed Change No. 6 to the SEFOR Technical Specifications. The attached proposed specifications increase the minimum allowable 20-inch travel time of the Fast Reactivity Excursion Device (FRED) so as to limit the maximum reactivity insertion rate for a 1.3$ slug (the maximum permissible in the experimental program) to 20$/sec.

The proposed 20-inch travel time of 0.097 seconds, which is based on l

measured FRED performance characteristics and also on measured poison j

l slug worth versus position characterictics which have been obtained from the experimental program, will update the present limit which was set prior to such measurements.
