OF MEETING HELD ON SEPTEMBER 17, 1985 -

FOR NRC/TUGC0 TO DISCUSS THE VISUAL INSPECTION OF WELDS THROUGH PAINT.

On September 17, 1985, a public meeting was held between representatives from the NRC and Texas Utilities Generating Company (TUGC0) to discuss the visual inspection of welds through paint. This meeting was. transcribed. Attendees at the meeting and copies of all viewgraphs shown at the meeting are included in the enclosed transcript.

This reinspection of welds is one part of an overall effort by Texas Utilities to determine the adequacy of the construction of Comanche Peak. TUGC0 has divided the plant into items of equipment that have similar or like work processes; and welding was one of those work processes. By letter to V. S.

Noonan (NRC) from W. G. Counsil (TUGC0), dated August 1, 1985, the NRC was advised that the reinspection will be a third party visual weld inspection of completed non-pressure boundary welds and it is TUGC0's intent to conduct this evaluation without the removal of the protective coatings.

The Stone and Webster presentation at the meeting indicated that, TUGC0 would be reinspecting for the following weld attributes: existence, size, undercut, porosity, lack of fusion as indicated by roll over, and cracking. Cracking would only be seen if 'it had cracked after the coating had been applied or if it was a gross crack before painting. TUGC0 stated that past inspection records did not indicate problems with weld attributes related to quality; however, inspection records did indicate problems existed with undersized, and misplaced welds.

The NRC staff position as presented during the meeting, which will appear in Supplemental Safety Evaluation Report No. 12 is that one can visually inspect j through paint for weld attributes such as location, presence, and length, but weld attributes related to quality such as lack of fusion, cracks, porosity, and slag inclusions present problems when using this method.

The NRC staff also emphasized that they do not want to review and/or accept

visual inspections of welds through paint on a generic basis.
