SUMMARY

/ MINUTES OF THE ACRS PLANNING AND PROCEDURES SUBCOMMITTEE MEETING AUGUST 6, 1996 The ACRS Subcommittee on Planning and Procedures held a meeting on August 6, 1996, in Room 2B1, Two White Flint North Building, Rockville, Maryland. The purpose of the meeting was to discuss matters related to the conduct of ACRS business. The meeting was convened at 1:10 P.M. and adjourned at 3:20 P.M.

1. MEETING WITH CHAIRMAN JACKSON Dr. Larkins met on August 1, 1996 with Chairman Jackson.

Principal topics of discussion were ACRS/ACNW FY '97 and '98 budget, status of Chairman's items of interest, international activities, and Committee composition.

RECOMMENDATION The Subcommittee recommends that Dr. Larkins brief the Full Committee on his meeting with Chairman Jackson.

2. INTERNATIONAL e The ACRS received a fax from Dr. T6pfer, of the German advisory committee, RSK, requesting a meeting in Septem-ber. In a telephone discussion, Dr. T6pfer suggested September 16th and Dr. Larkins suggested that September lith would be preferable. A copy of the fax and our reply are attached (pp. 1 and 2).

2 (p. 3). The Planning and Procedures Subcommittee discussed the changes proposed by the ACNS and recommend-ed some changes. Subject to ACRS approval, this revised schedule will be prepared and sent to ACNS. A final agenda will be available at the September ACRS meeting.

  • It has been suggested that the Quadripartite Meeting be held in the spring of 1997, rather than the fall. A fax
has been sent to Dr. Togo requesting proposed dates for i this meeting.

j RECOMMENDATIONS i e The Subcommittee recommends that ACRS members be asked l about their availability for a meeting with the German i RSK Committee on both September 11 and 16, and that a

reply be faxed to the RSK.

t f 8 Based on the email message from the Canadian ACNS, a revised agenda for the meeting is attached (p. 4).

Members are requested to comment on this agenda at this meeting.

3. ACRS SUBCOMMITTEE MEETING A Subcommittee Meeting (retreat) for ACRS Members and ACRS se-nior management has now been scheduled for October 17-18, 1996, at the Royal Sonesta Hotel in Boston, MA , with hotel rooms reserved for members and staff on October 16 and 17.
4. INTERACTIONS WITH RES

e Drs. Kress and Larkins met with Dr. Morrison, Director of RES, to disciiss the roles of ACRS and NSRRC (Nuclear Safety Research Review Committee) in reviewing research activities. Background information is included on pp. 5-11.

  • RES plans to meet with the French on September 30 and October 1, 1996s(in France) to discuss the proposed ther-mal hydraulic research program at the CATHARE test facility. A proposed agenda for this meeting is attached (p. 12). The results of this research will be used in revising the NRC thermal hydraulic codes. RES has requested Dr. Catton's participation in this meeting.
  1. In its June 24, 1996, report to Chairman Jackson, the Committee commented that the present codes RELAP/SCDAP are not capable of addressing the steam generator tube temperature distributions under severe accident condi-tions. This comment was made without prior discussion with the appropriate NRC staf f . Consequently, the staff L_ . . _ . _ . . _ . _ .-. .

3 is questioning the basis for this comment. l RECOMMENDATIONS e The Subcommittee recommends that both Dr. Catton and Paul I Boehnert attend the meeting in France if possible. '

l e The Subcommittee recommends that the cognizant Subcommit- l tee Chairman and the ACRS staff review the Committee's conclusions and recommendations to bring to the Members' attention those subjects that have not yet been discussed i with the appropriate NRC staff.

5. TRAVEL The following travel requests have been received:
  • Dr. Catton has requested approval to attend the Interna-tional Conference on Performance-Based Codes and Fire Safety Design on Sept. 24-26, 1996, in Ottawa, Ontario

(;p p. 13-18).

  • Drs. Apostolakis and Fontana have requested approval to attend PSA '96 on Sept. 29-Oct. 3, 1996, in Park City, Utah (pp. 19-20).

RECOMMENDATIONS The Subcommittee recommends that the above travel requests be approved.

6. MEMBERS' ISSUES No members' issues'were raised.

to prepare the ACRS/RSK discusson planned for Septenher Prof. Hicken gave us an overwiev R&D proyects for advanced reactor concepts in the USA. We sent this list to these RSK members who wiB take past in this visit, probably. Every participant v as to decide which of the projects he would like e go and see to. ACRS/ACNS meeting October 9,1996 Roxanne, Your proposed agenda of July 22 was discussed at our meeting on July

23. The ACNS is comfortable with items 1),2),3),5),7),8) and 9),

i but is not sure it could contribute anything useful to a discussion of 1

items 4) and 6).

Under item 5) on licence renewal, it would like to discuss ageing problems as related to maintainability and backfitting.

! And under item 9) on general issues, it would like to discuss the j application of ALARA, de minimis, and cost-benefit analysis,

! and touch on the implications of utility de-regulation (in the US).

1 j Sounds like a rather full day, but perhaps some items would not take j as long as allowed for - especially if there happens to be a meeting of minds on a particular topic.

Since our meeting on the 23rd ran out of time to finish two important j items, the ACNS will be meeting again on August 28 to finish those

items, and also to prepare for our e.1eeting with the ACRS. Let me know if more clarification is needed or if we've misunderstood the content

acts letters l l David-Commissioner Dieus asked Tom Boulette during the Commission briefing this

morning if the NSRRC was receiving ACRS and ACNW letters on research matters.

Tom indicated that the NSRRC was not, except in that RES would sometimes provide the letters to them. This surprised me in that i believed that we had been providing I research-related ACRS and ACNW letters directly to the NSRRC chairman, in addition to the RES distribution, a number of years. I had Carol Ann Rowe check our distribution i lists and found that our respective offices had not coordinated on the change in the 4

chairmanship of the NSRRC. Carol Ann will contact Jose Cortez and get Tom's mailing

address. I would appreciate it if you would task someone (Jose 7) with giving a current

! address to either Carol Ann (CAR 1) or Sam Duraiswamy (SXD1) when future changes are made. We have been receiving NSRRC reports and distributing the reports to ACRS and ACNW members as part of their continuing review of the NRC and industry research. I will have a copy of our February 27,1996 report to the Congress on the NRC's safety research programs ( which contains all of the 1995 ACRS letters on research programs ) along with recent research-related ACNW letters to Tom Boulette.

res coordination CAROL / DONNA / LILLIE By way of our Office's coordination with Jose Cortez and the RES's NSRRC I would like you to continue to do/ start to do the following:

1) Send (hard copy, regular mail) all publicly available (not classified, relating to personnal matters, etc) ACRS and ACNW reports to the NSRRC chairman and Jose Cortez. They should already be on your distribution lists.
2) Send (via e-mail) all subcommittee, working group, and full committee agenda to Jose.
3) Send Jose copies of our current member and staff subcommittee / working group assignment lists and the revisions as they are issued so he can be currently informed as to who is responsible for what.
4) Send Jose ,as they are issued, the annual lists of the scheduling of full committee meetings and the monthly lists of the scheduling of antipicated ACRS subcommittee meetings.

Our old (1991) agreement only provides for informing NSRRC of meetings and reports which involve research topics whereas this provides information on all of our activities.

The effort (particularly with electronic distribution) and amount of material under this new arrangment should not be excessive and will avoid having a staff engineer or a manager having to flag individual documents before the documents are sent to Jose, which invites ommissions. Jose is also likely to find the additional information useful.
