OF MEETIllG HELD WITH GULF STATES UTILITIES (GSU)

CONCERNING RIVER BEND STATION UNIT 1 GP On July 12, 1985, the NRC Staff met with representatives of GSU to discuss a e- one time exception to the Technical Specifications to permit the use of the crywell purge and vent systen during modes 2 and 3. GSU had requested a rueet-ing to discuss a proposed use of the systen during modes 2 and 3 for up to a cumulative time not to exceed 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

GSU requested the exception for up to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> based on anticipated offgas amonia levels of greater than 15 ppm during the initial heatup testing at River Bend. The anticipated high amonia levels would result from the heatup of fiberglass insulation in the drywell area using a phenolic resin binding.

, The amonia is typically depleted in the binder after a short period of time when exposed to high temperatures. The one-time exception is needed to allow - '

personnel entry and access to the drywell to perform various startup test

- prpcedures.

The following limitations to purging (in addition to 24 hcurs ) were discussed:

1. Partial blocking of purge valves to no more than a 50 opening
2. Purging could not be done when plant exceeds 5% power levels l 3. Use of standby gas treatment system during purging was suggested
4. Initiation of purging shculd be based on amonia levels only 7
