SUBJECT:
RECORD OF CONVERSATION: GULF STATES UTILITIES AND NRC STAFF, MAY 29, 1986, 9:30 AM The River Bend Station's Licensee, Gulf States Utilities, and the staff met to discuss licensing priorities and other matters associated with the forthcoming transition of River Bend Station (RBS) from startup test to commercial operation.
The staff reviewed the history of Licensee Event Reports (LERs) and scrams at River Bend Station since low power licensing (Attachment 1) and provided the following observations:
(1) Gulf State Utilities (GSU) has made good progress in reducing the frequency of LERs since January 1986. Furthermore, the number of LERs associated with personnel error and procedures have been significantly cut back.
(2) Based solely on the number of LERs per month since low power licensing, RBS's history of LERs is comparable to that at Limerick rather than that at Grand Gulf.
(3) The staff is concerned with the continued high frequency of scrams (about 2 per month).
The Licensee's representative stated that RBS has had fifteen scrams during startup testing compared to an average of seve waterreactors(BWRs)duringstartuptesting.geenscramsforotherboiling Furthermore, the Licensee stated GSU's corporate goal during commercial operation is one scram per quarter.
The staff requested the licensee to evaluate the scrams during their startup test, identify causative factors, and inform the staff, in about a month, what program GSU plans to put in place to limit scram frequency during commercial operation. The staff and licensee briefly discussed the recent l
symposium on reducing scram frequency held in Japan.
In addition, the following items were discussed:
The Licensee's draft submittal of the schedule for completing multi-plant and other generic actions (Attachment 2).

Staff recommended that the Licensee reexamine their Technical Specifications in light of their operating experience and submit license amendments, where appropriate. to revise those Technical Specifications which could result in improved safety.
- As a result of a metal sliver found in a control rod drive-hydraulic control unit (CRD-HCU) check valve on May 7, 1986, the staff suggested, but did not require, that the Licensee consider flushing their CRD-HCUs at a convenient point in their power ascension cycle. Additionally, the Licensee may wish to consider chemical analysis of the sliver to determine its origin.
- While the staff does not ordinarily become involved in utility rate issues, the staff requested the Licensee to inform NRC immediately if rate or other financial pressures impact or delay expenditures on safety related improvements to RBS. The Licensee stated that rates / financial pressures would not impact safety improvements.
The staff indicated that the issue of the appropriate pressure for venting containment during an emergency is under reexamination.
The Licensee emphasized that their initial position had been to vent at containment design pressure. The staff indicated there was merit in that position and that the staff's earlier insistence at venting at higher than design pressure is being reexamined.
The Licensee and staff agreed that monthly meetings would be held to re-evaluate. priorities and other issues.
