OF FEBRUARY 3, 1987 MEETING WITH MARK III CONTAINMENT HYDROGEN CONTROL OWNERS GROUP (HCOG)

The purpose of the meeting was to discuss HC0G submittals regarding CLASIX-3 computer code validation and emergency procedure guidelines. Enclosure 1 is a list of attendees at the meeting.

The staff requested further consideration in the BWR HEATUP code of the effect of superheated steam, non-equilibrium and irreversible thermodynamics, and modeling of reactor dryers and steam separators on calculated pressure and temperature in the drywell and containment during a degraded core accident.

The staff also requested consideration of the effect of heating due to fission products released inside the containment.

The staff questioned several areas of the HC0G submittals. The basis for using 25 minutes as the time to reach 41 percent hydrogen in the wetwell was questioned in light of the quarter scale test data which showed little variation in hydrogen concentration between the wetwell and containment. Another area discussed was survivability of pressure and temperature instruments if they are inside containment, solenoids for ADS valves, safety relief valves in addition to ADS valves and the stanby liquid control system. The staff questioned

whether the effect of secondary burning on separation of redundant equipment should be considered for areas away from the steam tunnel. Several areas in the emergency procedure guidelines were discussed including, removal of the hydrogen deflagration temperature limit (HDTL) from the procedures, use of "best estimate" calculations for turning igniters c.ff, use of the backup purge system and use of venting when there is no threat to containment. Staff requested that HC0G provide guidance to utilities regarding the selection of vent paths taking into consideration potential combustion outside of containment.

HCOG representatives said that quarter scale tests are scheduled to be completed in March 1987.
